DISTINGUISHING FEATURES OF THE CLASS

 

This is an administrative position within Town government vested with the responsibilities for overseeing the maintenance and repair of highways and roads running within the town boundaries which are not the responsibility of the State or County Transportation Departments. The employee is responsible for determining the needs and repairs necessary for the town highway system. This would involve needs assessment, maintenance and repair plan for upkeep and actual maintenance of the system. Dependent upon the given town, this could include the rebuilding of road beds, shoulder extensions, resurfacing, street cleaning, catch basin repair, snow removal and cold patching. This does not involve the building of new roads and streets. The employee may work with consultants in any area of this job. The position exercises responsibility for and indirect supervision over a number of a large number of equipment operators and laborers engaged in this work. The employee may receive direction in verbal or written form from the Town Board or Supervisor dependent upon whether the position is elected or not. Responsibility for work performed is reviewed through visual observation and/or complaints and in the instance of an elected responsibility is directly to the people. In larger highway departments, direct supervision is normally exercised over crew leaders of various classifications. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Depending on size of town highway system and table of organization of the town department:

 

Determines plan of preventative maintenance for town roads.

Assesses priorities and needs for repair.

Supervises the repair of asphalt and concrete highways.

Plans and presents proposed Highway Department budget to town officials and the public for approval.

Supervises the construction and repair of culverts, gutters and retaining walls.

Oversees and/or supervises the maintenance of town owned highway equipment such as diesel ten-wheel dump truck, road graders, extractors, rollers, catch basin cleaning equipment, bulldozers and related equipment.

Insures maintenance and upkeep of town highway buildings. Directs the ordering of crushed stone, asphalt, rock salt and associated supplies to carry out the work.

Supervises the ice control and snow clearing operations.

Initiates studies and designs programs for town board consideration.

Confers with State and County officials on highway problems within the town.

Compiles with town board policies.

Oversees the preparation of the department budget and determines necessary budgetary controls.

Thorough knowledge of the principles and practices of highway maintenance and repair work.

Thorough knowledge of the nature and characteristics of the varieties of road building and repair materials and equipment.

Good knowledge of budget preparations and effective operation of an implemented budget.

Ability to supervise subordinates to maximum performance and maintain high morale.

Skill in the operation of a variety of mechanized equipment.

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

 

This title is normally an elective position and, therefore, found in the unclassified service of the appendices. When a town has moved to make the position other than elective, then it is considered competitive. If not approved for inclusion in any other jurisdictional class, the following qualifications shall apply.

 

A. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate degree in Civil Engineering and two (2) years of professional level work experience in the building, reconstruction, and maintenance of roads and highways; or,

 

B. Seven (7) years of experience in the building, reconstruction and maintenance of roadways and highways, five (5) years of which must have involved experience at a crew leader level. Experience should have included materials and cost estimating, planning and actual supervision of repairs and maintenance work; or,

 

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

Special Necessary Requirement

 

Where required to operate motor equipment, posession of a Class III license.
