The work involves responsibility for developing and directing a construction management and office planning program for Onondaga County Government. The employee in this class is responsible for contract administration on major construction and /or renovation projects from the planning stages through to actual construction. Project management is a critical function of this position. The incumbent in this position assures that full value is received and proper workmanship performed on all construction projects with a major role in the coordination of contracts to meet schedule requirements to keep the project within budget limits with a minimum of change orders. The work is supervised by the Deputy Commissioner of Facilities Management who allows the incumbent considerable latitude for initiative and independent judgment especially in the matter of on-site building construction review and on-site project management. Supervision is exercised over an Architect and a Drafting Technician. Does related work as required.





Performs contract administration of various new construction contracts.

Develops a program for new construction needs as directed.

Develops and administers all capital projects for the department.

Performs project management for new construction, renovations, as well as interior layout and design.

Assists in the development of information management systems to promote greater access to Facilities Management related data, i.e., space inventory, building code status, preventative maintenance, asbestos management, project schedules, etc.

Develops a filing system to manage all available construction documents.

Coordinates and monitors departmental asbestos management programs.

Develops inventory techniques and systems for "maintenance in lieu of rent" charges to user departments.

Develops along with other administrative staff a county wide information management system for control of property and preventative maintenance.

Establishes and refines construction contract administration techniques and


Approves and controls all required departmental construction claims for payments.

Coordinates contracts to meet schedule requirements so as to keep the project

within budget and on time with a minimum of change orders.

Supervises an Architect working on various construction projects and office planning needs, such as planning for long and short term growth, establishing space and furniture need standards, studying quality of workplace, supervision of preventative maintenance standards and schedules, asbestos management codes compliance, project planning, etc.





Through knowledge of the principles and practices of construction site management.

Through knowledge of building construction, inspection and site development.

Good knowledge of building codes and regulations.

Skill in determining quality of work performed by the building trades.

Ability to read and interpret blueprints, plans and specifications.

Ability to make quality cost estimates.

Ability to establish and maintain effective working relationships with

contractors, engineers, architects and municipal officials.

Good knowledge of spatial design.

Promotional Qualifications:

2 years in competitive class title of Construction Administrator or 2 years in competitive class title of Architect II or 5 years in competitive class as an Architect I.


Open Competitive Qualifications:

Five (5) years of work experience, or its part time equivalent, as a project architect or in construction management.




1. Graduation from a regionally accredited or New York State registered college or university in architecture, building construction technology, fire protection technology, or a closely related field, may be substituted on a year to year basis for up to three (3) years of work experience.



2. Possession of a registered architect's license issued by the New York State Education Department may be substituted for four (4) years of work experience.
