ENGINEER (TOWNS AND VILLAGES)
The work involves responsibility for performing professional civil engineering work in the planning, coordinating, organizing, directing and/or advising on various kinds of engineering projects in a town or village. An employee in this class applies professional engineering skills and knowledge in connection with the design, construction, maintenance and inspection of public works projects. The work is performed with considerable independence and initiative under the general direction of either a Town or Village Board or other designated administrative official. Does related work as required.
Inspects all engineering projects that are being evaluated for approval by a Town, Village or Planning Board; attends meetings of these boards and advises, informs, counsels, advocates, recommends, or otherwise provides detailed specialized engineering review of the impact, problems, pros and cons attributed to the project pursuant to the findings and evaluation of said engineering review.
Inspects approved construction, on-going or completed construction projects to verify and insure that recognized engineering precepts are followed, that engineering and construction integrity and standards are maintained and that town or village standards have been adhered to by the contractor, builder, et al.
Prepares detailed written reports as to the progress, progression, problems, and difficulties of engineering projects.
Acts as resident engineer for town or village on small construction projects, or assumes responsibility for a portion of large construction projects.
WHEN ASSIGNED TO THE VILLAGE OF BALDWINSVILLE:
Oversees the Department of Public Works.
Thorough knowledge of the principals, practices and instruments used in the engineering field.
Good knowledge of the principles and practices of civil engineering.
Good knowledge of engineering specifications and estimates.
Good knowledge of drafting and surveying, including computations.
Good knowledge of the methods and materials of public works construction.
Skill in the application of engineering knowledge to proposed projects or those in process.
Ability to read and interpret engineering specifications and complex construction plans.
Ability to perform technical engineering computations, to make estimates and tests, and to compile engineering data and statistics.
Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in engineering and four (4) years of professional level work experience, or its part time equivalent, in civil engineering or a closely related engineering field; or,
B. Eight (8) years of experience, or its part time equivalent in civil engineering, at least four (4) years of which must have been in a professional level capacity in civil engineering or a closely related engineering field; or,
C. An equivalent combination of training and experience as defined by the limits of (A) or (B).
Possession of a license to practice professional engineering in New York State at time of appointment.
