DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing highly skilled professional civil engineering work in the investigation, design and construction of public works projects. An employee in this class receives assignments requiring the application of the professional engineering skills and knowledge to civil engineering projects in connection with the design, construction, inspection or maintenance of public works. Assignments are received from an administrative superior but the employee uses initiative, independent judgment and creativity in the solution of problems when assigned to a project. Supervision is exercised over technical assistants and professional engineers in any phase of the work. Work is checked and reviewed through conference while in progress. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans and designs highways in accordance with modern highway engineering practices; makes preliminary layouts
of proposed highway improvements with the practices and aid of reconnaissance and aerial photographs; prepares engineering estimates of quantities of materials for proposed road improvement; recommends modifications to specifications and recommends new specifications for materials or methods.
Investigates proposed bridge sites; estimates cost of proposed structure or improvement; makes preliminary design and after approval by superior, makes final design; writes specification; makes strength ratings of existing or proposed structures; studies new construction and design methods for possible application to County work.
Acts as resident project engineer on construction of bridges and roads under contract to various contractors; supervises the inspection and placing of steel and mixing and placing of concrete; prepares estimates and submits recommendations on amounts of money due contractor each mouth.
Supervises the sampling and the testing of bituminous projects and various construction materials used in construction work; supervises the testing of soils and making related laboratory tests such as liquid and plastic limits, shrinkage and field and centrifugal moisture tests, density and volume determinations; prepares for various materials and soils involved in construction work; writes specifications for bitumen.

Thorough knowledge of the principles and practices of civil engineering.
Thorough knowledge of the investigation, design and construction of public works facilities relating to the field of specification.
Good knowledge of civil engineering mathematics.
Skill in the use of engineering instruments and equipment.
Ability to make engineering and related mathematical computations.
Ability to take local charge of difficult engineering or surveying projects in the field or office and to obtain adherence to plans and specifications.
Ability to secure compliance by contractors with the contract and specifications governing a public works project with tact, firmness and impartiality.
Ability to lead, train, and supervise the work of, engineering, technical and other subordinate staff.
Ability to prepare property maps and descriptions of jurisdiction owned property.
Ability to perform structural design computations on a professional level.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class status in the title of Civil Engineer II.
Open-Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in Civil Engineering and four (4) years of professional level work experience, or its part time equivalent, in civil engineering or a closely related field; or,
B. Eight (8) years of paraprofessional or professional level work experience, or its part time equivalent, in civil engineering, at least four (4) years of which must have been in a professional level capacity in civil engineering; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
