The work involves responsibility for performing technical and supervisory work in the field of civil engineering for Onondaga County Government departments. Under general supervision, an employee in this class is responsible for the more difficult technical assignments, including supervision of field survey parties, making and checking engineering computations and inspecting construction work and materials. Assignments are given orally and in writing and are general in nature affording opportunity for the use of independent judgment. Supervision is frequently exercised over subordinate sub-professional personnel and clerical assistants. Work is subject to review by professional engineering personnel. Does related work as required.
Serves as chief of field party in topographic, land survey or hydrographic surveys; supervises work, takes notes and makes sketches; assumes responsibility for work results and progress of party.
Makes and checks engineering drawings on minor projects; computes earthwork quantities; makes estimates of quantity of construction materials and other items.
Makes a variety of preliminary estimates for minor engineering projects; receives records, charts and statistical information from the field; prepares detailed reports for professional engineering superiors.
Acts as resident engineer on minor construction projects or assumes responsibility for a portion of large construction projects; inspects construction work to assure that County standards are being adhered to; makes written reports to superior as to progress of the project on a percentage of completion basis.
Verifies material quantities used during construction; certifies payments to contractors for work done.
Prepares plans for construction projects and “as built” plans using CAD.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, techniques and practices of topographic or hydrographic surveying or land surveying.
Thorough knowledge of the principles, practices and instruments used in engineering drafting.
Good knowledge of mathematics through trigonometry and its application to field surveying and engineering computations.
Good knowledge of construction specifications and their applications to public works construction.
Working knowledge of civil engineering principles and practices.
Skill in the use of engineering instruments and equipment.
Ability to perform difficult technical computations, to make estimates and tests, and to compile engineering data and statistics.
Ability to make moderately difficult engineering drawings.
Ability to supervise subordinate staff.
Willingness to work long hours outdoors, occasionally under adverse weather conditions.
Physical condition commensurate with the demands of the position.
Promotion: One (1) year of permanent competitive class status in the title of Engineering Aide II.
Open-Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associates Degree in Civil Engineering Technology or Mechanical Engineering Technology and one (1) year of paraprofessional level work experience, or its part-time equivalent, in civil engineering and land surveying or a field closely related to civil engineering and land surveying; or,
B. Two (2) years of paraprofessional level work experience, or its part-time equivalent, in civil engineering and land surveying, or a field closely related to civil engineering and land surveying; or,
An equivalent combination of training and experience as defined by the limits of (A) and (B).
