DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility to administer the Onondaga County Resource Recovery Agency. Under the general supervision of the Board of Directors, the incumbent directs, supervises and coordinates, through subordinate supervisory personnel, Agency activities and functions utilizing knowledge of Agency functions and policies, standards and practices. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises and directs consultants retained by the Agency.
Reviews and analyses reports.
Records directives and confers with supervisory personnel to obtain data required for Agency activities including Agency responsibilities, status of work in progress and problems encountered.
Assigns and delegates responsibility for specific work or functional activities and dissemination of policy to supervisory personnel.
Establishes priorities for all work activities of the Agency.
Gives work directions, resolves problems, prepares work schedules and sets deadlines to ensure completion of operational functions.
Coordinates activities of the Agency with local, county, State and Federal offices.
Prepares reports on Agency activities for the Agency Board of Directors.
Hires or delegates hiring authority for all Agency employees.
Oversees negotiation with appropriate private and public agencies involved in solid waste management.

Thorough knowledge of the principles, practices and methods of solid waste management.
Thorough knowledge of administrative principles and practices.
Good knowledge of the goals and objectives, programs and functions of the Onondaga County Resource Recovery Agency.
Good knowledge of supervisory and managerial techniques.
Good knowledge of methods used in policy formation.
Good knowledge of procedures of cost analysis, estimation and budget preparation.
Ability to review and analyze complex data.
Ability to represent OCRRA in negotiating contracts.
Ability to express complex issues clearly and effectively orally and in writing.
Ability to meet and effectively deal with public officials, media and the general public.
Physical condition commensurate with the demands of the position.
