The work involves responsibility for administering the local recycling program by developing, planning and implementing policies and activities that ensure public participation in recycling in Onondaga County. Under the general supervision of the Executive Director, an employee in this class will recommend policies and standards through research and analysis to secure the collection and processing of mandatory recyclables in the county. Additionally, this position will oversee activities of two county compost sites. The incumbent also monitors and coordinates all recycling public education initiatives in the county. Supervision is exercised over the work of subordinate employees assigned to recycling duties. Does related work as required.
Develops, plans and implements policies and programs that achieve compliance with local recycling law.
Acts as liaison to community and government agencies on recycling activities; leads the community recycling effort.
Evaluates and recommends refinements of recycling projects and programs to maintain professional standards in the field.
Leads development of long range recycling plan and goals.
Oversees public education initiatives including school programs and curricula, business recycling programs, apartment recycling programs, recycling hot-line and all print and web site material related to recycling programs.
Develops and administers Materials Recovery Facility (MRF) services.
Monitors recycling materials markets, new recycling technologies and state and federal legislative efforts.
Provides reports and shares information with federal, state and local government representatives.
Coordinates and oversees the multiple activities involved with recycling public events such as Household Hazardous Waste Days, America Recycles Day and Earth Day.
Oversees the operations of two county compost sites.
Oversees battery collection and propane cylinder collection programs.
Identifies and initiates grants and award applications and assists local community in identifying possible grant and award opportunities.
Participates in development of promotional campaigns using various media to spread recycling message.
Encourages and coordinates opportunities for support team development including speaking at professional functions and submitting articles for publication.
Develops and administers recycling budget and authorizes payments within that budget.
Supervises and leads employees assigned to recycling duties.
Monitors and catalogs recycling industry publications.
Participates in management meetings.
Thorough knowledge of solid waste management and recycling issues.
Good knowledge of the principles and practices of public and community relations.
Good knowledge of grant regulations emphasizing recycling materials programs.
Good knowledge of business and management skills focusing on cost analysis, cost effectiveness, marketing and contracts.
Good knowledge in the use of personal computers, including the use of the Internet.
Ability to work effectively with advisory groups, government officials and the business community.
Ability to work independently with little direct supervision, develop recycling program long range goals and initiate action to achieve those goals.
Ability to plan, motivate and supervise the work of others.
Ability to delegate tasks effectively.
Ability to clearly express to others complicated ideas and concepts orally, in writing and using other methods such as computer presentations, charts and graphics.
Physical condition commensurate with the demands of the position.
Promotion:
Two (2) years of permanent competitive class status in the title of Recycling Operations Manager or Recycling Specialist II.
Open Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Environmental Studies or Natural Science and four (4) years of professional level work experience, or its part-time equivalent, in resource recovery or solid waste management; or,
B. Eight (8) years of paraprofessional or professional level work experience, or its part-time equivalent, in resource recovery or solid waste management, four (4) years of which must have been professional level work experience; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
