DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for managing business retention, expansion or attraction projects and for developing communication and promotional programs and packages to encourage business investment in Onondaga County. An employee in this class works with legal, real estate, planning and other professionals to create and promote shovel-ready sites for business and industrial development. This position reports directly to and works under the supervision of the Director of Economic Development with wide leeway allowed for the exercise of independent judgment and initiative in carrying out details of the work. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Determines feasibility and potential value of proposed development opportunities and makes recommendations regarding economic development options;

Devises, prepares, offers, and implements competitive economic development incentive packages to businesses;

Develops, implements and manages promotional and communication programs on economic development opportunities, packages and incentives that are available;

Meets with existing business and new business prospects to define retention and/or expansion opportunities;

Collaborates with local real estate professionals to locate developable sites and buildings;

Collaborates with planning professionals to resolve land use/site development issues;

Collaborates with fiscal professionals to identify and secure funding for business development;

Develops and maintains working relationships with local, state and federal government officials, governmental or legislative representatives, business developers et al.

Prepares reports;

Attends conferences, meeting or hearings as needed.

Thorough knowledge of economic development procedures and programs related to local government and business.

Thorough knowledge of enabling and funding legislation, government and legislative processes, current problems and professional literature in the field.

Good knowledge of business and finance principles and strategies that promote economic development potential.

Good knowledge of computer applications for office operations, including word processing and spreadsheets.

Working knowledge and understanding of master plans, land use, and resource development.

Working knowledge of commercial real estate development principles.

Ability to deal effectively with the public and private economic development organizations and with real estate, legal, government, legislative and planning professionals.

MINIMUM QUALIFICATIONS

A. Graduation with a Master’s Degree in from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and two (2) years of professional level work experience, or its part time equivalent, in public or private sector finance, economic development, planning, commercial real estate, the practice of law, or in governmental and legislative affairs or;

 

  1. Graduation with a Bachelor’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regent to grant degrees and four (4) years of professional level work experience, or its part time equivalent, in public or private sector finance, economic development, planning, commercial real estate, the practice of law, or in governmental and legislative affairs or;

 

  1. Eight (8) years of work experience, or its part time equivalent, in public or private sector finance, economic development, planning, commercial real estate, the practice of law, or in governmental and legislative affairs. Four (4) of those years must have been at a professional level.

 

 

Promotion

Two (2) years of permanent competitive class status in the title of Senior Economic Development Specialist.
