The work involves responsibility for research and preparation of reports for the County Legislature or the City of Syracuse Common Council. Under the general supervision of a higher ranking Legislative staff member or the City Clerk, an employee in this class is responsible for the review and evaluation of proposals submitted to the Legislature or Common Council for consideration and decision-making in a wide range of county management activities. The work involves independent judgment and initiative. Supervision is not typically exercised in this class. Does related work as required.
Receives assignments from legislative and council members to investigate and study proposals submitted by the County Executive, the Mayor, department heads and agencies.
Reviews and researches proposals through a variety of methods and techniques such as contacting departmental and outside agencies, investigation and verification of data, consulting related reference libraries, programs, reports and laws.
Collects and analyzes data; prepares written reports on findings and conclusions to substantiate recommendations and appropriate courses of action.
Maintains a variety of records and prepares reports.
May compile and prepare resolutions.
Good knowledge of effective organization and management principles and practices.
Some knowledge of local government process and procedure inclusive of drafting and enacting legislation.
Some knowledge of approved organizational structures and staffing patterns.
Ability to recognize organizational and budgetary principles in the analysis of agency proposals or operations.
Ability to recognize implications of present and projected resources in evaluating existing and proposed programs and legislation.
Ability to gather and analyze program and fiscal information, draw logical conclusions, and recommend solutions.
Ability to organize and prepare narrative and tabular information clearly and logically and ability to support written reports and recommendations orally at meetings.
Ability to establish and maintain effective work relationships with legislators and department heads of county agencies.
Physical condition commensurate with the demands of the position.
