DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for overseeing the preparation and presentation of fiscal and programmatic data for the Onondaga County Legislature upon which information the legislative body will make decisions concerning the allocation/expenditures of County tax dollars and program needs/priority. This position acts as a coordinator of data that has been assigned for research and presentation. The data presented will allow the legislators more in depth facts upon which to make logical and sound decisions on present and future fiscal and program planning/allocation. This class differentiates from that of Legislative Analyst by the scope of responsibilities assigned to the Director's position and the final authority vested in this position. The work is received by memorandum or conference with the Legislative Chairperson. The employee exercises supervision over a small number of professional and clerical personnel engaged in research and report preparation. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

As directed by the legislative chairperson, shall cause studies and analysis of both county government and its various agencies, through meeting with department heads and subordinates; review and forecasting of annual reports in areas of development and growth and independent research from outside organizations for the purpose of capsulizing facts and possible projections on respective departments/agencies.

Systematically gathers and researches pertinent program information, regulations and laws within County government and other appropriate sources to allow for timely deliberation by the elected officials.

Evaluates alternative ways and means to improve county government's administrative accountability, suggesting improvements in governmental organizational structure, the capital and operating budget process and all managerial and program systems for performance reporting.

Shall assist the legislature in evaluating executive recommendations requiring legislative authorizations, such as proposals submitted by other elected officials, authorized agencies, and representatives of the community.

Performs comparative county, department and program analysis/evaluations including financial audits to determine the relative effectiveness and efficiency of all county services, make findings known to the Chairperson.

Assists the legislative members in preparing and evaluating local laws and resolutions in view of federal and state law and in conjunction with the legislative counsel.

Causes preparation of and prepares resolutions for the legislative Ways and Means Committee involving money appropriations.

Thorough knowledge of principles and practices of program planning, budget construction and administration, governmental organization and operations, monitoring and forecasting funds expenditures.

Thorough knowledge of Onondaga County government's processes and procedures including the drafting and enactment of legislation.

Thorough knowledge of the principles and practices of public administration as relates to the inner workings of the executive and legislative branches of government.

Thorough knowledge of governmental programs, operations, goals and objectives.

Ability to analyze program and fiscal information supplied from a variety of sources for the purposes of drawing logical conclusions.

Ability to deal effectively with the executive branch department heads as well as the individual legislative leaders, the news media and the general public.

Ability to recognize organizational and budgetary principles in the analysis of departmental proposals and operations.

Ability to recognize implications of present and projected resources in evaluating existing and proposed programs for legislation.

Ability to express oneself clearly and concisely in both oral and narrative format, preparing reports of studies and analyses which are thorough and concise for use by elected officials.

Ability to establish and maintain effective working relationships with members of the legislature, county departments and the news media.

 

MINIMUM QUALIFICATIONS

 

This position is recommended for the unclassified service due to its working for elected officials of the County Legislature.
