DISTINGUISHING FEATURES OF THE CLASS

An incumbent in this position serves under the general direction of the Library Director II and has responsibility to assist in the administration of all aspects of the library. The work involves assisting the Library Director II in developing new services and in implementing library policies. An individual in this classification acts for the Library Director II in his or her absence. Supervision is exercised over professional and clerical staff. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Assists the Library Director II with the following:

 

Developing the library budget and supervising the expenditures of library funds and the collection of library revenues and may do grant administration.

Developing and evaluating plans for library services, evaluating the effectiveness of the library's services and programs in relation to the changing needs of the community.

Reviewing and developing policies and procedures for the operation of the library.

Supervising the work and training of library personnel.

Administering personnel policies; recommending appointments, transfers, promotions, dismissal and staffing patterns of personnel.

Representing the library before governmental agencies and community groups.

Supervising the maintenance of library property and recommends repairs, alterations and new construction.

Administering the purchase and selection of library materials.

Performing on-line database searches and search training.

Providing reference and reader's advisory services to library users.

Keeping informed of professional developments through attendance and participation in professional organizations, system meetings, workshops, continuing education courses and reading professional materials.

MINIMUM QUALIFICATIONS

Promotion: Three (3) years of permanent competitive class status in the title of Librarian II

 

Open Competitive

A graduate library degree from a regionally accredited college of university or one accredited by the New York State Board of Regents to grant degrees and three (3) years of full-time post masters professional level library experience, or its part time equivalent, one (1) year of which must have been in a supervisory or administrative capacity. The library experience must have included responsibility for implementing technology in a library setting.

 

Special Necessary Requirement

Possession of a valid New York State Public Librarian's Professional Certificate from the New York State Education Department.
