DISTINGUISHING FEATURES OF THE CLASS
An incumbent in this position works under general direction of the Library Director III and has responsibility to assist in the administration of all aspects of the library. Work is performed in accordance with prescribed policy with considerable leeway allowed for the exercise of independent judgement and initiative. An individual in this classification acts for the Library Director III in his or her absence. Supervision is exercised over professional and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the Library Director III with the following:
Development of library budget, supervision of library expenditures, and collection of library revenues; may perform grant administration.
Development and evaluation of plans for library services, evaluating the effectiveness of the library’s services and programs in relation to the changing needs of the community.
Review, recommendation and development of policies, procedures, programs and services for the operation of the library.
Supervision of the work and training of library personnel.
Administration of personnel policies; recommending appointments, transfers, promotions and staffing patterns of personnel
Representing the library before governmental agencies and community groups.
Supervising the maintenance of library property and making recommendations for repairs, alterations, and new construction.
Administering the purchase and selection of library materials.
Conducting staff meetings or staff training sessions.
Keeping informed of professional developments through attendance and participation in professional organizations, system meetings, workshops, continuing education courses and reading professional materials.

Preparation of state, local and other statistical or narrative reports as required.

MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class status in the title of Librarian III, or;
Three (3) years of permanent competitive class status in the title of Librarian II, or;
A satisfactory equivalent combination of the above described experience.
Open Competitive
A graduate library degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and five (5) years of full-time post masters professional level library experience, or its part-time equivalent, one (1) year of which must have been in a supervisory or administrative capacity.
SPECIAL NECESSARY REQUIREMENT
Possession of a valid New York State Public Librarian's Professional Certificate from the New York State Education Department.
