The work involves responsibility for administration of public works programs for the Village of Skaneateles to include water treatment, sewage treatment, water distribution, and storm, sewer, and park maintenance. This position involves responsibility for budgeting, planning and directing the activities and personnel of the Village Department of Public Works, Light and Water, as well as overseeing the activities of the Wastewater Treatment Plant contract operator. The work is done in accordance with policies and procedures established by the Mayor, the Village Board of Trustees and the Municipal Board as well as associated regulatory agencies. Considerable leeway to exercise independent judgment in carrying out the details of the work is permitted. Supervision is exercised over subordinate employees engaged in a variety of public works activities. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, supervises and oversees all departmental activities involving the operation, construction, maintenance and repair of the village water and lighting distribution systems;
Plans, supervises and participates in the construction, extension and maintenance of village streets and roads;
Oversees and coordinates the operation and maintenance of water storage and treatment facilities;
Oversees the removal or trimming of trees in the village;
Oversees the work of contractors and recommends approval of payment to the Village Board;
Represents the village in planning the extension and coordination of utilities service with other governmental jurisdictions;
Recommends and prepares plans, designs, and specifications for extension, repair, construction, and maintenance of village lighting and water facilities;
Prepares departmental budget and coordinates capital project expenditures;
Purchases and maintains inventory control over all supplies and materials;
Prepares and maintains a wide variety of departmental records and reports;

Thorough knowledge of the principles, practices, standards, specifications, and equipment used in the construction and maintenance of streets, sidewalks, and sewers;
Thorough knowledge of the design, construction, management, planning and development of lighting and water maintenance systems;
Good knowledge of the maintenance and repair of motorized equipment;
Good knowledge of the principles and modern practices of office and personnel management;
Good knowledge of safety precautions;
Good knowledge of the practices used and equipment required in the operation of a sewage treatment plant;
Computer skills;
Ability to supervise effectively;
Ability to establish and maintain effective working relationships with the public;
Ability to understand, explain and carry out complex oral and written directions;
Ability to communicate effectively both orally and in writing;

MINIMUM QUALIFICATIONS
Ten (10) years of experience in the design, construction, and/or maintenance in two of the following areas: roads and streets, municipal facilities (buildings, parking facilities, walkways), outdoor recreation facilities, water storage, treatment and distribution facilities, sewers and pump stations, storm water collection and disposal systems, or high voltage electrical distribution systems, three (3) years must have included direct supervisory experience.
