DISTINGUISHING FEATURES OF THE CLASS
The Chief of Staff serves as the principal staff advisor to the Superintendent of Schools and is charged with substantially and effectively assisting the Superintendent in supporting student achievement, achieving district goals, maximizing efficiencies and efficacy in all divisions and activities, implementing strategic human capital management initiatives and ensuring compliance with board policies and regulations and local, state and federal laws and regulations. The Chief of Staff directs all facets of the daily operations of the Office of the Superintendent; coordinates the efforts of the Executive Leadership Team to ensure effective and efficient operations; and ensures timely and appropriate responses to emerging issues.
Ensures the effective coordination of the District's overall operations and activities; provide leadership for the implementation and monitoring of services; support the assessment and tracking of progress towards goal achievement and strategic plan implementation to accomplish District objectives.
Supervise non-certified staff assigned to the Office of the Superintendent; convene District administrators and staff to discuss District operations as directed by the Superintendent, services and issues, and continually maximize results; attend and preside over meetings as directed by the Superintendent of Schools; communicate decisions and actions to staff as appropriate.
Participate in confidential contract negotiations and labor relations issues to ensure that all outcomes are in the best interest of students, aligned with District goals and objectives, and result in productive and efficient work environments.
Develop and implement collaborative service delivery methods, teams and organizational structure to maximize efficacy and efficiencies; encourage effective new practices and methods to assure interdivisional coordination of activities to achieve designated priorities.
Work collaboratively with the Superintendent and other Executive Leadership Team members in strategic planning and policy development and make recommendations concerning the implementation of goals and objectives and proposed Board policy; provide administrative oversight in preparing and completing reports and interpretations of related data for effective decision-making; evaluate effectiveness of and compliance with Board policy.
Advise the Superintendent and District administrators on regulations, policies and procedures; serve on committees, task forces and ad hoc groups as necessary to coordinate functions related to these areas of responsibility.
Develop and continuously enhance strategies for effective communications within and between District divisions and community partners to communicate information regarding District policies, goals, objectives and program and service innovations to District staff and the general community.
Direct the preparation and maintenance of detailed records of department functions and activities, narrative and statistical reports, records and files related to assigned activities and personnel, as required.
Attend or participate in required District, Board and committee meetings and other activities deemed necessary by the Superintendent in order to accomplish the objectives of the position and for professional achievement; represent and act on behalf of the Superintendent as directed.
Serve as the primary staff liaison to local, state and federal elected officials and agencies as appropriate to support positive relationships, collaboration and information-sharing to maximize state and federal funding to the District and enact legislation and policies that will best support the attainment of the District's goals and objectives.
Attend or participate in required District, Board and committee meetings and other activities deemed necessary by the Superintendent in order to accomplish the objectives of the position and for professional achievement; represent and act on behalf of the Superintendent as directed.
Perform all other duties and special projects assigned by the Superintendent of Schools.
Knowledge of theories, techniques and methodologies related to managing the operations of a large, complex urban organization in a culturally diverse community.
Demonstrated experience in strategic planning, policy development and organizational restructuring and reforms.
Demonstrated experience in budget preparation and control.
Strong analytical and collaborative problem-solving skills.
Excellent oral and written communication skills and interpersonal skills.
Demonstrated experience in crisis management and ability to maintain composure while under pressure.

Demonstrated experience in managing and motivating a large, diverse staff of employees and stimulating team and group processes.
Strong working knowledge of applicable laws, codes, regulations, policies and procedures.
Proficiency in computers and Microsoft Office Suite.
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant a degree with a Masters degree in Public Administration or Business Administration or a Juris Doctorate Degree; and, five (5) years of professional level work experience, or its part-time equivalent, in leadership and administration; or,
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant a degree with a Bachelor’s degree; and, five (5) years of professional level work experience, or its part-time equivalent, in leadership and administration in public education.
