DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for administering to the business management and account-keeping activities of a school district. An employee in this class is responsible for efficient management of school district financial and operating affairs. Duties are performed under the general direction of the administrative head of the district, but considerable leeway is given to allow for independent judgement. Immediate supervision is exercised over department heads and clerical assistants. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Prepares financial and statistical reports for the board of education, superintendent of school, and state authorities.

Keeps records of receipts and expenditures, bonded indebtedness, inventories of equipment and investments.

Prepares the tentative school budget, payrolls, purchase orders and other business reports.

Conducts audits.

Conducts correspondence on matters where general policy has been determined.

Recommends personnel for appointment, retention or dismissal.

Makes reports as required to the County Department of Personnel (Civil Service) and the New York State Employees' Retirement System.

Acts as purchasing agent for the school system.

May act as clerk to the board of education.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of modern business administration, principles, public personnel practices and budgetary procedures.

Good knowledge of accounting methods.

Some knowledge of laws, policy regulations, and functions of a school district.

Ability to plan and supervise the work of others in a manner conducive to full performance and high morale.

Ability to express written and oral comments and opinions in clear and concise manner.

 

MINIMUM QUALIFICATIONS

 

Promotion

 

One (1) year of permanent competitive class status in the title of Accountant II; or,

Three (3) years of permanent competitive class status in the title of Accountant I.

Open Competitive

 

  1. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in accounting or business or public administration and two (2) years of professional level work experience or its part-time equivalent, in accounting and financial record maintenance; or,

 

  1. Six (6) years of paraprofessional or professional level work experience, or its part-time equivalent, in accounting and financial record maintenance, two (2) years of which must have been in a professional level capacity; or,

 

  1. An equivalent combination of training and experience as defined by the limits of (A) and (B).
