DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the overall administration, financing, management, marketing, economic development, air service development and facilities improvement at the Syracuse Hancock International Airport which is operated under the Syracuse Regional Airport Authority (SRAA). Under the direction of the Board, the Executive Director (SRAA) carries out policies and objectives to reduce airport operating costs, increase revenues and promote the airport. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs implementation of all Airport facilities development programs in accordance with the Airport Master Plan and capital budget including capital project design, financing, and awarding of contracts;
Formulates, recommends and implements policies;
Promotes economic development initiatives for the Airport which increase growth of jobs at Airport, improve the Airport’s revenue stream, and attract businesses and airlines to the Airport;
Manage all aspects of multi-million dollar, multi-phase public works projects;
Supervises the General Counsel, Chief Financial Officer, and other subordinate staff;
Provides financial and other reports to the SRAA;
Represents the SRAA to the public, the airlines, and other members of the community and other governmental agencies.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of federal and state transportation and aviation rules and regulations;
Thorough knowledge of administrative principles and practices;
Good knowledge of FAA and NYS DOT grant applications, procedures and agreements;
Good understanding of public finance markets and mechanisms for funding capital projects;
Critical thinking and decision making skills;
Ability to communicate effectively both orally and in writing;
Ability to understand and carry out complex oral and written instructions;
Ability to assign, supervise and review the work of personnel in a manner conducive to full performance and high morale;
Ability to establish effective working relationships with co-workers, superiors and the public;

MINIMUM QUALIFICATIONS
Baccalaureate Degree in Business Administration, Public Administration, Aviation, or a closely related field and four (4) years of professional level work experience in the management of an International Airport (classified Part 139); or,
Eight years of professional level work experience in the management of an International Airport (classified Part 139); or
An equivalent combination of education and experience and defined in A and B above.
