The work involves responsibility for assisting the Executive Director in directing the operations of the Onondaga County Water Authority. The work is of an administrative nature involving responsibility for coordinating the activities of a large-scale water system. The Deputy Executive Director assumes all the responsibilities of the Executive Director in their absence. General direction is exercised over the incumbent of this position and work is reviewed through conference with and review of reports by the Executive Director. Supervision is exercised cooperatively with Water Authority division heads over all operations and activities of the operation. Does related work as required.
Assists the Executive Director in the preparation of the annual budget, maintenance of fiscal controls and maintaining and preparing financial and engineering reports to the Water Authority Board and the New York State Departments of Health and Environmental Conservation.
Assists in the management of personnel including hiring and firing.
Works with the Director in preparing press releases for the media; represents the Water Authority at public hearings.
Reviews and approves purchase orders.
Coordinates the activities of the operating units to achieve maximum efficiency and economy.
Administers a comprehensive staff development program for department employees.
Administers the five-year capital plan.
Investigates consumer complaints; reviews and updates the customer rules and regulations.
Conducts staff conferences to provide general direction and goals.
May represent the Water Authority at bargaining unit negotiations.
Reviews and authorizes construction plans as a licensed engineer.
Acts as a liaison with officials of municipalities and large-scale consumers.
Thorough knowledge of large scale water production and distribution system construction, operation, maintenance and consumer service.
Thorough knowledge of the principles and practices of engineering.
Thorough knowledge of the New York State Department of Health and Environmental Conservation rules and regulations as they relate to water production and distribution systems.
Good knowledge of the principles and practices of business management.
Ability to communicate effectively both orally and in writing.
Ability to prepare comprehensive reports.
Ability to supervise subordinate employees.
Physical condition commensurate with the demands of the position.
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in engineering and six (6) years of experience, or its part time equivalent in engineering, three (3) years of which must have been in an administrative or supervisory capacity.
Possession of a license to practice professional engineering in New York State at time of appointment.
