DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility to analyze and devise solutions to administrative and managerial problems to improve the effectiveness and efficiency of programs and operations. Under the general supervision of an administrative supervisor, an employee in this class may supervise a small number of subordinates in planning, developing, analyzing, performing, evaluating, advising on, and improving such management concerns as organization structures, information systems, work methods and procedures, program and policy evaluation, and management control systems. Administrative analysis techniques typically include work distributing and flow-charting, task analysis, statistical work measurement studies, systems and organizational analysis, observation, and interviewing. The analytic process typically identifies problems inhibiting meeting agency goals; developing a plan to eliminate problems; collecting and analyzing data; developing and recommending solutions; reporting on status of analysis and implementation thereof; and, leading, assisting in, or participating in implementation and evaluation of recommendations.

Employees in this class also exercise independent judgment in personally performing analyses of more complex management problems in terms of such factors as scope and implications of analysis and number, type, and level of positions in the agency, The nature of the work requires analytical ability and judgment expected of a full performance analyst in the areas of methods development, problem identification, and recommendations. Employees in this class may supervise a small number of professional, paraprofessional and/or support clerical employees engaged in administrative analysis work. Does related work as required.

 

 

TYPICAL WORK ACTIVITIES

 

May supervise a small number of professional, paraprofessional, and/or support clerical employees in the conduct of management and organizational studies designed to improve efficiency or effectiveness of programs.

 

Performs tasks of major assignments or assigns specific segments of assignments which require the following:

Gathers background information through interview or review of written reports;

Determines scope of analysis and secures administrative approval for project inclusive of definition, time and staffing requirements, and analytical techniques;

Applies techniques of administrative analysis to problem solving;

Develops recommendations and presents same in writing or verbally to agency administrators or program managers.

 

Assists agency administrators or program managers in implementing recommendations by performing the following:

Prepares implementation plans that include schedules, staffing requirements, and so on;

Leads and participates in methods writing and/or forms design;

Monitors system through review of reports and observation of operations.

Reviews such current operating procedures as organizational structure, policy, programs, and management systems for efficiency and effectiveness to determine need for change.

 

As required, works with such line and staff specialists as Systems Analysts, Budget Analysts, Personnel Analysts, who will contribute to the project.

MINIMUM QUALIFICATIONS

 

Promotion:

 

Two (2) years of permanent competitive class status in the title of Administrative Analyst I

 

Open Competitive

 

A Possession of a Master’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in public administration, business administration, operational research, operational management, management science or a closely related field; or,

 

B Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree and two (2) years of professional level work experience, or its part- time equivalent, in public administration, business or organizational management, administrative or financial analysis, research, or in a closely related field; or,

 

C Six (6) years of full time paraprofessional or professional level work experience, or its part-time equivalent, two (2) years of which must have been in a professional level capacity in public administration, business or organizational management, administrative or financial analysis, research, or a closely related field; or,

 

D An equivalent combination of experience and training as defined by the limits of A and B above.
