DISTINGUISHING FEATURES OF THE CLASS
Under general supervision by an administrative superior, an employee in this class coordinates the planning and implementation of the Onondaga County Runaway and Homeless Youth Plan through participation on planning committees and to coordinate existing and proposed services. The incumbent meets with community-based agencies and the general public to inform them of the availability of services for runaway or homeless youth. Supervision is not a typical function of an employee in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates all runaway and homeless youth related activities of community service agencies.
Coordinates the planning and implementation of the Onondaga County Runaway and Homeless Youth Plan.
Monitors and evaluates contract agencies' compliance with performance standards and program objectives.
Reviews budget amendments from Runaway/Homeless agencies and makes recommendations to fiscal unit.
Develops program proposals and assists agencies in developing program proposals.
Meets with community-based agencies, public agencies and the general public to provide information of the availability of services for runaway and homeless youth.
Acts as liaison with police, schools and probation on runaway and homeless youth issues.
Provides technical assistance to residential and non-residential programs relative to NYS Division for Youth regulations.
Reviews literature and researches issues related to runaway programs and services to maintain and increase knowledge of the delivery of youth services.
Maintains up-to-date working knowledge of all NYS Division for Youth rules, regulations, policies and funding guidelines.
FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of public and private youth service agencies and their programs;
Good knowledge of the organization and purpose of units in the criminal justice system (police, probations, courts) and other government agencies that have jurisdiction over, or whose activities include, programs for homeless and runaway youth;
Good knowledge of the problems and stresses facing youth;
Good knowledge of Federal, State and local laws, ordinances, rules and regulations governing programs and services for homeless and runaway youth;
Ability to secure and organize information on community service programs and social issues;
Ability to express oneself effectively, both orally and in writing;
Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree and one (1) year of professional level experience in youth services, youth program development, assessment, evaluation and administration; or,
B. Five (5) years of paraprofessional or professional level experience working in a youth services program, one (1) year of which must have been in a professional level capacity responsible for youth program development, assessment, evaluation and administration; or,
C. An equivalent combination of A or B above.
NOTE: A Master's Degree in Social Work will substitute for the work experience mentioned above.
