DISTINGUISHING FEATURES OF THE CLASS
This is community service work of a varied nature involving the implementation of tenant programs designed to offer assistance in meeting the health, education, recreation, social services and related needs of residents of the Syracuse Housing Authority. Tenant Services Organizers deal extensively with tenants and tenant organizations, and may be assigned to work with one group of residents, such as elderly residents or family residents. Work includes assisting in the implementation of tenant programs within and between developments, answering questions, offering advice through discussions and home visits, providing staff support services to tenant organizations and acting as a liaison between residents and management. Work is performed under the direct supervision of the Tenant Services Specialists with some leeway permitted for independently carrying out the details of projects or assignments. Supervision is not usually a function of this class. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
Talks with residents to provide information such as the name and location of public agencies and facilities beneficial to low‑income housing residents.
Offers advice to residents regarding employment services, community and social services and educational opportunities.
Facilitates tenant organization meetings by setting up the meeting space, arranging refreshments and transportation and performing any other meeting arrangement tasks that may be needed.
May perform special projects related to tenant relations or tenant organization services, as assigned by the supervisor.
Refers problems or requests for assistance to appropriate community agency or Syracuse Housing Authority department and follows up to insure resolution of the problem.
Attends tenant organization meetings and tenant officers meetings to provide staff support, to offer assistance in planning programs and activities and to act as a liaison between residents and management.
Assists tenant organizations in planning and holding officer elections, revising by‑laws and in planning and recording use of HUD funds to tenant organizations.
Advocates of residents and their needs to the Syracuse Housing Authority and to community organizations.
Prepares reports on home visits and does other related record keeping and simple reports.
Provides personal services as needed to residents (especially elderly residents) such as providing transportation, filling out social security forms, calling maintenance, etc.
Helps set up and implement programs provided by public agencies within the housing developments.
Prepares and distributes information regarding new or changed policies of management that affect tenants and issues flyers or conducts informal meetings to explain these.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Working knowledge of local community agencies and their programs and services available to low‑income people.
Working knowledge of the policies and operations of the Syracuse Housing Authority.
Ability to establish and maintain a harmonious relationship with persons of all ages, race and ethnic backgrounds.
Ability to communicate effectively, both orally and in writing with individuals and at group meetings.
Ability to assemble and present basic level statistical budgetary data and maintain related records.
Ability to prepare simple reports and correspondence.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's degree and one (1) year of paraprofessional or professional level work experience, or its part‑time equivalent, in social services, community service work, public health, recreation, education or a closely related human services field; or,
B. Three (3) years of paraprofessional or professional level work experience, or its part‑time equivalent, one (1) year of which must have been in social services, community service work, public health, recreation, education or a closely related human services field; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
