DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for assisting in the management of a variety of occupancy related activities in the Syracuse Housing Authority. Under the general supervision of the Leasing and Marketing Manager, the employee is responsible for the activity associated with leasing and occupancy operations of the Authority including assisting in developing, implementing and coordinating a variety of activities to achieve compliance with the Federal Housing and Urban Development Agency and the State Division of Housing & Community renewal guidelines to maximize unit occupancy within the Authority. The employee assists with planning activities, policy formulation and interpretations, regulations, supervision, training and evaluation of staff. Liaison duties with other departments of the organization are an integral function of the

class. Considerable independent judgement is exercised in solving applicant and resident eligibility related problems. Work assignments are received through conference and written directives from the immediate supervisor. Work performance is evaluated through observation of the unit operation, complaints made and submission of narrative reports indicating compliance with Federal and State guidelines and internal process controls. Supervision is exercised over a large number of subordinate employees within the leasing unit. Does related work as required.

 

 

TYPICAL WORK ACTIVITIES

 

Supervises staff in the processing of applications; and trains and directs staff to ensure occupancy area goals are carried out; leases for individuals seeking residency in public housing; processes resident requests for transfer, and resident annual and interim recertifications.

Provides information and acts as liaison with other functions of the Housing Authority to expedite the occupancy process and keep vacancies at a minimum.

Plans and implements procedures to expedite the occupancy process and minimize vacancy level at the Authority.

Trains and directs staff to ensure occupancy area goals are carried out,

Reviews and interprets Federal and State laws, rules and regulation in order to make decisions regarding the occupancy processes; insures that staff comply with the laws, rules and regulations.

Assists in developing marketing strategies to ensure occupancy and address management problems, such as population density, ensuring strategies are linked with awareness of physical capabilities and characteristics of the development and population that design is to serve.

Assist with planning, directing, coordinating and managing all marketing, screening and recertification activities to achieve the goals of the Public Housing Management Assessment Program (PHMAP) and other guidelines set forth by HUD for the occupancy process.

Participates in marketing and outreach activities for targeted populations at sites such as churches, post offices, Social Services Departments, public transportation and organizations that represent the disabled, the elderly and low-income populations.

Assist in the development of policy for implementation and monitoring of federally mandated Fair Housing statutes and regulations.

Good knowledge of the socio-economic factors related to the housing needs of low-income population.

MINIMUM QUALIFICATIONS

 

Promotion:

 

Three (3) years of permanent competitive class status in the title of Tenant Selector.

 

Open Competitive:

 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate degree and one (1) year of professional or paraprofessional work experience, or its part-time equivalent, in providing social or human services, or property management services to low-income persons; or,

 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree and three (3) years of work experience which must be as described in (A) above; or,

 

  1. Five (5) years of work experience as described in (A) above; or,

 

  1. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.

 

 

SPECIAL NECESSARY REQUIREMENT

 

Employee must obtain a professional certification within one year of appointment as a Public Housing Manager, or Certified Manager of Housing, through the National Association of Housing and Rehabilitation Officials of the National Center for Housing Management, or a similar program that meets HUD requirements for housing management certification.
