DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting in the administration of the housing rehabilitation grant funds through the Community Development Program. An employee in this class is responsible for reviewing applications from homeowners applying for housing rehabilitation funds, providing information to the general public and contractors about these programs and assisting the Housing Rehabilitation Supervisor with technical aspects of the program. The work is carried out in accordance with established guidelines under the direct supervision of the Housing Rehabilitation Supervisor. Supervision of employees is not a function of this class. Does related work as required.
Receives and reviews applications from homeowners for housing rehabilitation grant monies; verifies information on applications such as legal ownership, personal income, mortgage and property taxes to determine if applicant meets established program criteria to receive funds; makes a recommendation to the Housing Rehabilitation Supervisor as to applicant's eligibility. .
Prepares outreach material to encourage homeowners on the waiting list to participate in the program; screens responses from applicants, schedules and confirms interviews; makes arrangements for and conducts local intake meetings.
Conducts outreach activities to solicit interest in the program from private construction contractors; provides the contractors with information about housing rehabilitation programs and qualifying procedures; receives and reviews applications from contractors who want to qualify for rehabilitation jobs by verifying insurance coverage, checking on licenses, professional reputation and ability to provide the type of services required; maintains a current list of contractors qualified to bid on projects.
Responds to question and/or complaints from homeowners during rehabilitation; may suggest alternative or additional sources of funding.
Assists in the development of the administrative procedures used in the housing rehabilitation programs, informational materials and forms.
Prepares and mails bid packages to qualified contractors; maintains records on the bidding process.
Assists the Housing Rehabilitation Supervisor in selecting the lowest qualified bidders by receiving and recording sealed bids, notifying contractors of bid opening results and preparing contract documents for job start.
Reviews all completed housing rehabilitation cases to insure that necessary documents are present and files them.
Reviews inspection reports and bid specifications prepared by the Housing Rehabilitation Inspectors to ensure consistency with program guidelines; refers situations not within guidelines to the Housing Rehabilitation Supervisor.
Working knowledge of housing rehabilitation rules and regulations as they effect eligibility for various programs administered by the community development agency.
Working knowledge of the procedures involved in the bidding and awarding of contracts.
Ability to gather and analyze facts and make an eligibility determination.
Ability to communicate clearly both orally and in writing.
Ability to understand and prepare written material.
Ability to deal effectively with county, town and village officials, construction contractors and the general public.
Physical condition commensurate with the demands of the position.
Graduation from a regionally accredited college or university or one accredited by the New York
State Board of Regents to grant degrees with an associate degree, or the completion of sixty (60) semester
credit hours; or,
Two (2) years of work experience, or its part time equivalent, in examining, investigating or
evaluating applications for programs operating under an established criteria for eligibility such as housing rehabilitation or rental assistance programs, mortgage loans, financial loans, veterans or unemployment
benefits, social services programs or insurance programs; or,
An equivalent combination of training and experience as defined by the limits of A and B above.
