The work involves responsibility for assisting in various phases of administration of numerous housing rehabilitation programs available in Onondaga County. This includes development of an outreach plan based on the annual rehabilitation budget. The Housing Rehabilitation Specialist assists property owners through the application process and develops a viable list of potential contractors who will do the work. An employee in this class exercises some independent judgment concerning selection of possible contractors and cost efficiency of rehabilitation projects. Supervision is received from the Housing Rehabilitation Supervisor. An employee in this class oversees the work of clerical employees in the department. Does related work as required.
Develops an outreach plan in conjunction with the Housing Rehabilitation Supervisor by reviewing budget allocation, waiting lists, availability of inspectors and client location.
Reviews and explains program procedures to applicants.
Coordinates application process by conducting application interviews to gather documentation and other pertinent information, determines eligibility and processes applications.
Determines priority order of those on waiting lists or various rehabilitation programs by such methods as telephone screening.
Coordinates contractor recruitment and application process.
Coordinates contractor training classes.
Maintains a directory of rehabilitation contractors, determining removal of contractors from lists depending on poor working relationships with homeowner or loss of license, etc.
Verifies contractor licenses, certifications and insurances required by federal, state and local government agencies necessary for participation in housing construction and rehabilitation programs.
Makes recommendations to Supervisor concerning selection of contractors based on sealed bids and ability to perform work for a stated price.
Monitors federal, state, and local housing regulations pertaining to building and rehabilitation initiatives.
Prepares detailed reports required by local, state, and federal agencies concerning rehabilitation program progress.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of housing rehabilitation construction and costs.
Good knowledge of federal, state, and local housing regulations.
Working knowledge of computers and computer programs such as word processing, spreadsheets and databases.
Organizational skills.
Ability to interpret and apply complex program guidelines.
Ability to make financial evaluations relating to program eligibility, costs of repairs and rehabilitation, and cost effectiveness.
Ability to deal effectively with federal, local town and village officials, construction contractors, homeowners and the public.
Ability to prepare written material such as press releases, legal documents and contracts.
MINIMUM QUALIFICATIONS
PROMOTION:
Two (2) years of permanent competitive class status in the title of Housing Rehabilitation Aide.
OPEN COMPETITIVE
Graduation with a Bachelor’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and two (2) years of paraprofessional or professional work experience, or its part time equivalent, in the inspection, construction or repair of buildings, or in the implementation of a community development program.
