DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the Executive Director (Syracuse Housing Authority) in the overall management of the Syracuse Housing Authority. Critical responsibilities include policy making and planning, management and direction of Authority operations, and personnel administration and labor relations. The Executive Director exercises administrative direction over the work of an employee in this class and allows wide leeway for the exercise of independent judgment in carrying out administrative details of the work. The Syracuse Housing Authority Board of Directors approves ultimately policy, negotiated labor agreements and hiring and firing of key administrative superiors. An employee in this class exercises general or administrative supervision, as the case may be, over a number of administrative supervisors and first‑line supervisors. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in the overall direction of the Syracuse Housing Authority to insure its efficiency by means of planning, organizing, coordinating and evaluating objectives, staff and operations.
Is responsible for the administrative supervision of a large subordinate staff, including subordinate administrators and supervisors to resolve and ameliorate organizational problems and to accomplish objectives.
Authorizes operations, plans and management of the Authority.
Maintains close working relationships with tenant organizations to resolve problems and develop mutually advantageous plans and methods to maintain good living conditions in housing units of the Authority.
Is responsible for personnel administration as related to hiring and firing for positions subordinate to administrative supervisors and is responsible for labor relations as related to negotiation and administration of labor agreements, including grievances.
Participates with management staff regarding fiscal planning, budget policy and preparation and fund raising.

Ability to apply methods and principles of budget management.
A) Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and four (4) years of professional level experience, or its part‑time equivalent, in public administration; public sector administration; policy, or program analysis; human services or physical services administration; or, in the administration of a housing authority, two (2) years of which must have been in a supervisory capacity; or,
B) Eight (8) years of paraprofessional or professional administrative work experience, or its part‑time equivalent, four (4) years of which must have been in a capacity described in (A) above; or,
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
