The work involves responsibility for implementing and coordinating specialized programs to a designated group of Public Housing clients of the Syracuse Housing Authority. This is a broad classification allowing for a variety of programs with focus on areas such as social, educational, recreational and tenant services as required under Federal Housing and Urban development regulations. The employee is responsible for program development, implementation, coordination and monitoring to ensure program goals are achieved and maintained. The Coordinator is allowed independent action in carrying out the program goals, although the degree of such action is based upon the program itself. Assignments are received orally or in writing from an administrative superior and successful performance is based upon the program meeting express goals established and the servicing of client/residence needs. Supervision is not ordinarily exercised by this class. Does related work as required.




Activity is dependent upon program focus:

May establish partnerships with other service providers in an effort to advance the programs goals.

May perform outreach to other agencies where clients may have similar eligibility criteria.

May coordinate with other agencies to resolve problems and ensure service delivery.

May develop recruitment approach to reach target group, by developing brochures and informational materials; attends outside agency program orientation to provide program information to potential participants, provides information to appropriate

Syracuse Housing Authority staff who serve recipients encouraging staff to screen and refer interested persons.

May provide information to prospective clients about the program goals and operational methods and both program and participant responsibilities.

May develop needs assessment instruments to determine interests, goals, services needs and barriers to success with the clients.

May counsel participants regarding establishing and attaining personal goals which will achieve success within the program, assists in identifying barriers to success within the program, offering strategies to overcome these barriers, assists in goals revision if needed.

May document all contacts with participants including counseling sessions, interviews, and referrals.

May monitor client progress in skill training programs, job seeking and goals attainment.

May calculate escrow account amounts based upon increased income due to program participation.

May assist in development of software to maintain and calculate escrow accounts.

May develop and execute system for feedback from participants.

Works cooperatively with Housing Department and outside agencies to advocate for participants and assist in problem resolution and otherwise overcoming to attainment of program and personal goals.

Update the HUD approved Administrative and Action Plans as needed to reflect program evaluation and changes.

Completes and submits statistical and narrative performance reports as required by HUD.

Performs ongoing program functions such as annual re-examinations or other certifications of clients’ continued program eligibility.

Depending upon the funding source for the position, may perform any other Family Self-Sufficiency related duty as permitted by HUD.





Good knowledge of the Syracuse Housing Authority’s policies, programs and operations.

Good knowledge of the needs, problems and economics associated with low-income persons.

Working knowledge of community agencies, their services and programs available to low-income persons.

Working knowledge of the philosophies and programs associated with the Federal Department of Housing and Urban Development.

Skill in interviewing.

Ability to review third party documentation to determine program eligibility and compliance.

Ability to study HUD and other regulatory information so as to determine, define, and comprehend its elements, including conducting of intake interviews to identify the actual physical certification needs of clients for program eligibility.

Ability to establish and maintain a cooperative and effective working relationship with public and private agencies, fellow employees, the general public and low income persons.

Ability to safeguard confidential and sensitive information.

Ability to exercise sound and ethical judgment when acting on behalf of the organization.

Ability to communicate effectively both orally and in writing.

Ability to prepare narrative reports and maintain records.

Good knowledge of the social, economic psychological and environmental factors affecting individuals and families in adverse situations.







Two (2) years of permanent competitive class status in the title of Social Worker (SHA) or four (4) years of permanent competitive class status in the title of Social Work Assistant (SHA).




A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in social work, human services or resources, psychology or counseling and three (3) years of **professional level work experience, or its part-time equivalent in providing services to low-income persons; or,


B. Seven (7) years of *paraprofessional or **professional level work experience, or its part-time equivalent, in social work, casework, community services, or a human service field involving direct client contact, three (3) years of which must have been professional level work experience in providing services to low income persons; or,


C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.


*Paraprofessional level work experience involves the performance of non-interpretive, routine and non-technical duties in a supportive role to a professional.


** Professional level work experience requires specialized and theoretical knowledge usually acquired through college education or through experience and other training. The experience involves independence of action and personal responsibility for actions.
