The work involves responsibility for managing a comprehensive risk management program. This is administrative work which requires planning, organizing, and implementing safety controls, risk of loss coverage programs, workers’ compensation programs, 207 A&C administrative oversight and self-insurance programs for the municipality. An employee in this class exercises direct supervision over a small number of subordinates. General supervision is received from an administrative superior. Does related work as required.
TYPICAL WORK ACTIVITIES
Exercises direct supervision over subordinate staff, engaged in professional, technical, and clerical activities in support of a comprehensive, municipal risk management program including property, liability, workers’ compensation, safety and unemployment.
Assists in directing a comprehensive, municipal risk management program to eliminate risk.
Plans, recommends and implements risk of loss coverage programs to protect properties, physical assets, and human resources from loss and recommends measures to help protect workers from potentially hazardous work methods, process or materials.
Plans, recommends, and implements risk management and workers’ compensation programs for the municipality, including type of coverage, deductibles, limits, and carrier.
Plans, recommends, and implements self-insured risk management programs for the municipality, including type of coverage, deductibles, and limits.
Administrative oversight of Police and Fire 207 cases; acts as liaison between department and TPA.
Develops and maintains a district-wide safety policy and procedural manual and programs.
Promotes accident prevention and loss control through website, newsletters and campaigns.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles and practices of direct supervision.
Thorough knowledge of principles and practices of administration.
Good knowledge of principles and practices of risk management, workers’ compensation and asset protection programs relating to general and financial liability protection, including financial and legal requirements for developing, implementing, and administering municipal governmental self-insurance programs.
Good knowledge of the OSHA regulations as they relate to property and employee health and safety.
Ability to direct the activities of a subordinate staff, including supervision.
Ability to direct a comprehensive, municipal risk management program.
Ability to read, understand, interpret, and apply technical, legal, and financial data pertaining to risk management.
Ability to communicate orally and in writing.
MINIMUM QUALIFICATIONS
Graduation with a Master’s Degree, or higher, from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in Public Administration, Human Resource, Business Management or a closely related field; and, one (1) year of professional level work experience, or its part time equivalent in Public Administration, Human Resources, or closely related field; or,
Graduation with an Bachelor’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in Public Administration, Human Resource, Business Management or a closely related field; and, three (3) years of professional level work experience, or its part time equivalent in Public Administration, Human Resources, or a closely related field; or,
Seven (7) years of work experience, or its part-time equivalent, as described (A), (B) above.
