DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for managing a comprehensive risk management program for Onondaga County. Comprehensive risk management includes property, liability, and compensation. This is administrative work which requires planning, organizing, actuating and evaluating risk of loss coverage programs (including self insurance programs) to protect properties, physical assets, and human resources from loss. An employee in this class may exercise administrative supervision over a number of professional, technical, and clerical subordinates. Does related work as required.
TYPICAL WORK ACTIVITIES
Exercises administrative supervision over a subordinate staff, including subordinate supervisors, engaged in professional, technical, and clerical activities in support of a comprehensive, municipal risk management program.
Directs, a comprehensive, municipal risk management program to eliminate risk.
Plans, recommends and implements risk of loss coverage programs to protect properties, physical assets, and human resources from loss.
Plans, recommends, and implements risk management programs for the municipality, including type of coverage, deductibles, limits, and carrier.
Plans, recommends, and implements self-insured risk management programs for the municipality, including type of coverage, deductibles, and limits.

Thorough knowledge of principles and practices of administrative supervision.
Thorough knowledge of principles and practices of administration.
Good knowledge of principles and practices of risk management and asset protection programs relating to general and financial liability protection, including financial and legal requirements for developing, implementing, and administering municipal governmental self-insurance programs.
Good knowledge of the OSHA regulations as they relate to property and employee health and safety.
Ability to direct the activities of a subordinate staff, including supervision.
Ability to direct a comprehensive, municipal risk management program.
Ability to read, understand, interpret, and apply technical, legal, and financial data pertaining to risk management.
Ability to communicate orally and in writing.
A. Graduation from a regionally accredited or New York State registered college or university with a master's degree and four (4) years of management work experience, or its part time equivalent, in directing an organization or organizational segment; or,
B. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and six (6) years of work experience, or its part time equivalent, as a special agent in property, casualty, fire and surety insurance, in insurance contract management or claims/loss evaluation or in the banking and/or financial management industry, two (2) years of which must have been in a supervisory capacity; or,
C. Ten (10) years of work experience, or its part-time equivalent, as described (A) or (B) above; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
