DISTINGUISHING FEATURES OF THE CLASS
This is an important administrative function involving specialized professional legal work within the Syracuse Regional Airport Authority. The employee is responsible for acting as an advisor on any and all legal matters involving the Board of Directors of the Authority and on a day to day basis, to counsel the Executive Director on various legal matters as required. As the Counsel to the Authority, it is incumbent upon the employee to afford the most appropriate and researched legal responses in all matters. The incumbent is required to attend all board and committee meetings and to be available to afford advice to the Executive Director. The incumbent is responsible to the Executive Director of the Authority. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts as legal advisor to the Syracuse Regional Airport Authority in matters concerned with its business.
Prepares and approves legal documents presented to the Authority for their action.
Prepares applications, petitions and affidavits in connection with hearings and proceedings before the state and municipal bodies as required.
Prepares federal, state and local grant applications and certifies compliance with applicable grant conditions, as required.
Represents the authority before regulatory and legislative bodies as assigned.
Participates in contract negotiations for the Authority in areas of easement and acquisitions.
Participates in the settlement and negotiations of litigated matters.
Represents the Authority in matters of litigation in courts of law.
Reviews and approves contracts as presented.
Participates in or conducts bargaining unit negotiations as assigned.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of municipal law as it relates to the operation of the Syracuse Regional Airport Authority.
Ability to present logical and clear arguments of law both verbally and in writing.
Ability to organize materials for hearing and trials.
Ability to comprehend and carry out complex and difficult assignments in a timely manner.
Ability to get along and work well with others.
Ethical conduct in the practice of law in the State of New York.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Five (5) years of progressively responsible experience in the practice of law within the State of New York.
SPECIAL NECESSARY REQUIREMENT
Candidates must be admitted to practice before the bar of the State of New York.
