DIRECTOR OF PERSONNEL AND LABOR RELATIONS (BOCES)
The Director of Personnel and Labor Relations (BOCES) is responsible for administering the Personnel and Labor Relations functions for the OCM BOCES organization. The Director is also responsible for directing and supervising a comprehensive personnel and labor relations service for its participating school districts. The nature of the work requires that the incumbent function effectively under broad policy directions which the incumbent shares a role in developing. The Director represents management in a variety of employee relations areas. The Director assigns, reviews and evaluates the activities of a number of professional and clerical support employees in the delivery of the Personnel and Labor Relations service. The Director will serve as Chief Negotiator in contract negotiations and represent management in contract negotiations, contract administration, policy development and implementation, and the administration of discipline and grievance procedures. The Director also supervises the Regional Teacher Certification Office. Does related work as required
TYPICAL WORK ACTIVITIES
Acts as liaison with the Onondaga County Civil Service Department, Retirement Systems, group insurance carrier, teacher certification and other personnel related agencies.
Verifies that minimum qualification requirements of a position are met by those who hold that position.
Supervises all activities with respect to the creation and classification of jobs.
Establishes procedures and implements or supervises the implementation of these procedures in recruitment, application screening and selection.
Supervises the record keeping function for all BOCES personnel and files all necessary reports resulting therefrom.
Approves all personnel actions for Board of Education action, supervises the preparation of all Board Agendas, regarding personnel actions, and supervises the preparation of all post-Board meeting correspondence and records.
Approves the placement of employees on salary schedules by analyzing their experience and preparation.
Administers the fringe benefit programs for all BOCES personnel.
Plans and supervises staff orientation programs for all new BOCES employees; plans and supervises exit interview programs for employees terminating employment.
Supervises the maintenance of attendance records on all BOCES employees and keeps employees informed of their leave status and accumulation.
Maintains a program of employee communications, including in-service sessions, at various BOCES centers.
Ensures that all personnel policies and practices are in compliance with relevant laws, rules, and regulations.
Recommends new or revised personnel policies for consideration by the organization.
Plans or develops personnel procedures and practices.
Serves as a staff resource to Administrative Council in matters of personnel and labor relations.
Represents management or serves as chief spokesperson for contract negotiations and administers BOCES' collective bargaining agreements.
Serves as a liaison with union officials concerning contract interpretation matters. Provides technical assistance regarding employee discipline.
Directs and supervises a comprehensive personnel and labor relations program for participating school districts to include but not be limited to contract negotiations, contract administration, and other related personnel or labor relations services.
Represents school districts in disciplinary and grievance matters and in matters before PERB or other administrative agencies at the request of participating school districts.
Directs and supervises the Health and Safety, Drug and Alcohol Testing, and Substitute calling services for participating school districts.
Supervises the Regional Teacher Certification Office.
Serves as the administrative contact for the shared EAP service.
Serves as the Right-to-Know Officer and Compliance Officer.
Performs other related duties as assigned by the District Superintendent.
Thorough knowledge of the principles and practices of personnel administration and employee relations as practiced under applicable state and federal civil service and labor laws.
Good knowledge of contractual agreements covering employees in school districts.
Good knowledge of laws, rules, policies, etc. governing school district relationships with other public agencies.
Good knowledge of the principles and practice of public administration inclusive of organizational principles, management principles, fiscal processes, and personnel administration.
Ability to conduct negotiations sessions and hearings often with an argumentative and stressful atmosphere.
Ability to orally present clear and logical arguments on a wide variety of issues at negotiating sessions.
Ability to analyze information gathered for the purposes of developing recommendations and/or making decisions.
Ability to prepare detailed and complex correspondence for the purposes of explaining and supporting the school district's decisions and recommendations.
Ability to supervise a small number of professional, paraprofessional, and clerical employees.
Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree, including or supplemented by eighteen (18) semester credit hours in personnel or labor relations and two (2) years of professional level work experience involving contract negotiation and administration (grievance handling and arbitration); or,
B. Six (6) years of work experience or its part time equivalent, in personnel or labor relations, two (2) years of which must have been professional level work experience in contract negotiation and administration (grievance handling and arbitration); or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
NOTE: Successful completion of graduate semester credit hours in Human Resources, Labor Relations, Public or Business Administration, Law, or a closely related field from a regionally accredited of New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of specialized work experience; sixty (60) credit hours is equivalent to two (2) years of specialized work experience.
