OF THE CLASS
The work involves
responsibility for performing a variety of administrative duties to
assist the Commissioner of Transportation in the efficient and
effective operation of the department. The work entails
responsibility for department personnel matters, for budget
administration and for the coordination and oversight of applicable
administrative divisions and programs. Supervision is exercised over
a number of clerical and support staff. Assignments are received
from the Commissioner by conference, and performance is reviewed
through the effective operation of implemented programs. A
considerable amount of flexibility is allowed for the exercise of
independent judgment in implementing and carrying out various plans
and programs. Does related work as required.
TYPICAL WORK ACTIVITIES
Recruits, interviews and
hires job applicants for professional, skilled and unskilled
positions.
Supervises the preparation
and maintenance of department personnel records, files, payrolls and
Equal Employment Opportunity activities.
Chairs the department's
Labor-Management Committee Meetings.
Maintains contact with a
variety of sources for the purpose of recruiting employees;
canvasses recruitment lists and coordinates with department
supervisory staff on hiring of new employees.
Implements and adheres to
terms of CSEA union contract.
Implements the county and
department Work Rules and Disciplinary Procedures, and enforces
same; participates in CSEA grievance procedures.
Assists in the coordination
and preparation of the department's annual report, operating budget.
Confers with the Commissioner
on confidential matters involving a variety of issues with
department policies, procedures, personnel, etc.
Reviews and processes special
work agreements such as flextime and term agreements.
Prepares special reports as
required.
Represents the department at
various meetings.
Recommends improvement of
procedures and solutions to administrative problems; develops new
programs and policies for the department.
Participates in special
projects.
Analyses, complies and
determines costs of operation for Department Personnel needs.
Perform analyses as assigned
to measure performance, quality or volume of services provided by
the department.
Directs preparation of
statistical or information reports.
Consults with department
staff as needed in order to ensure efficient and effective
operation.

Good knowledge of principles
and practices of public administration, personnel administration and
interviewing techniques.

and practices of management techniques, accounting procedures and

and practices of supervision.
Ability to express oneself
clearly and concisely, both verbally and in writing, and to be able

Ability to deal effectively
with technical personnel, government officials, elected officials
and the public on all matters related to the department's
responsibility.
MINIMUM QUALIFICATIONS
A) Graduation from a
regionally accredited college or university or one accredited by the
New York State Board of Regents to grant degrees with a Masters
Degree in business or public administration or a closely related
field and one (1) year of professional level work experience, or its
part time equivalent in personnel or budget administration; or,
B) Graduation from a
regionally accredited college or university or one accredited by the
New York State Board of Regents to grant degrees with a
Baccalaureate Degree in business or public administration or a
closely related field and three (3) years of professional level work
experience, or its part time equivalent in personnel or budget
administration; or,
C)
Seven
(7) years of paraprofessional or professional level work experience,
or its part time equivalent, three (3) years of which must have been
in a professional level capacity in personnel or budget
administration; or,
D) An equivalent combination
of training and experience as defined by the limits of (A) and (B)
and
(C) above.
