The work involves responsibility for performing entry level, professional work as it relates to the administration of the New York State Civil Service Law and its rules, regulations and practices to civil divisions under the jurisdiction of the Onondaga County Department of Personnel. Under the supervision of a Personnel Technician II, Personnel Officer, or other administrative superior in the Onondaga County Department of Personnel, an employee in this class performs a variety of duties related to merit system administration: position classification and preparation of job specifications; interpretation and application of State and local laws, rules, and regulations with respect to Civil Service; providing advice and guidance to municipal officials, administrators, and appointing authorities to encourage compliance with merit concepts. Depending upon assignment, an employee in this class is responsible for overseeing the Examination Unit Program in addition to their duties related to merit system administration. The work of this class is distinguished by its emphasis on merit system administration with little involvement in salary administration, employee relations, employee selection, personnel transactions, and so on. This class differs from that of Personnel Technician II by virtue of its level of responsibility. The work requires good communication skills, the ability to relate well with others, and analytical skills. Depending upon assignment, supervision may be exercised over a small number of clerical and/or paraprofessional staff. Does related work as required




Classifies positions by gathering and reviewing written job data and conducting job audits, when necessary to allocate positions to new or existing classes and writes job specifications to describe these classes

Reads and interprets Civil Service Law, Rules for Classified Service, and departmental policies with respect to merit system administration and applies these interpretations to often complex and sometimes controversial situations

Advises and guides, in writing and verbally, department heads, appointing authorities, and agency administrators served by the jurisdictional unit to which assigned in order to foster compliance with the technical requirements of the merit system

Conducts research and analysis into merit related issues such as layoff, examinations, payroll certifications, eligible lists, roster records, appointments and promotions, reinstatements, probationary terms, and so on

Writes correspondence and reports, which summarize and include analytical work or provide the basis for an interpretation of a law, rule or regulation

Determines eligibility of candidate for competitive examination

May supervises a small number of clerical and/or paraprofessional employees.

May oversee the examination unit program, which includes, but is not limited to, preparation of exam announcements, establishing eligible lists, reserving exam sites and recruiting and training monitors for exam administration.

Uses a personal computer in the preparation of specifications and correspondence.

Acts as a liaison between Department of Personnel and an agency, department, or municipality under its Civil Service jurisdiction

Two (2) years of permanent competitive class status as a Personnel Services Aide.




  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree or higher; or,

  2. Four (4) years of paraprofessional or professional level work experience; or,

  3. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
