DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for all aspects of computer operations including scheduling, maintenance scheduling, training, data entry and output. Considerable attention must be given to achieving the highest production rates with the equipment and manpower available. Supervision is exercised over a number of operations, data entry and distribution personnel. Supervision is received from the Deputy Commissioner of Information Technology. Does related work as required.
TYPICAL WORK ACTIVITIES
Schedules and manages the daily activities of operations personnel including direct supervision over a small number of these employees.
Participates in procedural planning with upper management to improve the various operating methods.
Participates in procedural planning to ascertain current growth and change to accommodate projected workload changes.
Monitors and analyzes activity and problem reports to determine where corrective measures need to be instituted.
Determines and solves hardware and software problems pertinent to operations.
Oversees repair procedures needed due to faulty operating methods, abnormal program termination and computer system failures.
Reviews new and modified computer operations job run instructions for completeness and adherence to departmental standards.
Recruits and trains new operations personnel.
Maintains control over employees work schedules to assure full staffing.
Prepares written and statistical reports.
Maintains inventories of computer related materials.
Establishes specifications for competitive bidding for computer related materials such as paper, magnetic tapes, disk storage devices, etc.
Maintains constant contact with users to determine if satisfied with the services provided.
Assumes some of the duties of upper management when required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of electronic data processing equipment involving its utilization and potential.
Thorough knowledge of the principles, practices and procedures of modern office management.
Thorough knowledge of the operation, care and adjustment of typical data processing equipment such as computers, printers and related peripheral equipment.
Ability to establish and maintain effective working relationships with officials and agencies.
Ability to plan and supervise the work of a staff of technical subordinates.
Ability to express ideas clearly and concisely and to prepare comprehensive and detailed written and oral reports.
Ability to instruct and train new employees.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive status as a Senior Systems Programmer, or;
Three (3) years of permanent competitive status as Computer Operations Shift Supervisor, Systems Programmer, or Office Automation Analyst.
Open Competitive:
A. Graduation from a regionally accredited or New York State registered college or university with an associate's degree in computer science or a closely related field and three (3) years of experience, or its part time equivalent, in data operations, at least two (2) years of which must have been in a supervisory capacity: or,
B. Five (5) years of experience, or its part time equivalent, in data operations, at least two (2) years of which must have been in a supervisory capacity; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
