This is a technically oriented system programming position involving the design and maintenance of computer software used in support of application and control systems; maintenance and modification of vendor‑supplied software; and debugging complex software problems. This position does not involve application-programming responsibilities. General supervision is received from the Manager of Technical Support who assigns work on a project basis. Project planning may be assigned on a short term or long range basis depending on the complexity of the project and problems encountered. Supervision is exercised over a small number of Systems Programmers involved in generating and maintaining the operating system programs, systems design and other software required by the computer system and its user agencies. Does related work as required.




Installs and maintains computer system software; test runs the software debugging complex technical problems.

Develops and maintains systems software with minimal technical guidance.

Analyzes production or testing problems to determine if they are caused by software malfunctions.

Trains personnel in the use of operating systems and other systems software efficiently and effectively; supervise the use of operating systems.

Assists programmers with technical problems that cannot be solved internally.

Assists administration in identifying, recommending and planning for future system requirements including feasibility studies, product evaluation and comparison, resource acquisition and personnel requirements.

Composes comprehensive documentation, which facilitates and standardizes uses of computer system.

Writes and debugs small systems for departmental applications (JCL) file maintenance, documentation, etc.).

Resolves minor problems on a routine basis such as production applications with technical problems or delayed development of new projects or system modifications.

Supervises a small number of Systems Programmers who design logic for system programs and for modifications to the system.

Designs training programs and prepares speeches or training sessions for department personnel who require technical training; instructs and trains trainers and students, et al, in various aspects of computer technology as needed.





Thorough knowledge of electronic data processing equipment involving its utilization and potential.

Good knowledge of the development and maintenance of systems software used in the support of application and control systems.

Working knowledge of the principles and practices of supervision over computer technical systems programmer.

Ability to analyze technical production or testing problems to determine if they result from software malfunctions.

Ability to identify and resolve operational problems.

Ability to evaluate vendor software and to analyze its capabilities or deficiencies.

Ability to compose instructions on technical procedures to subordinates.

Ability to supervise subordinate staff.

Physical condition commensurate with the demands of the position.






One (1) year of permanent competitive class status as a Systems Programmer or Programmer Analyst.


Open Competitive:


A. Graduation from a regionally accredited or New York state registered college or university with a baccalaureate degree in computer science or a closely related field and two (2) years of work experience, or its part time equivalent, in data processing systems analysis; or,

B. Six (6) years of work experience, or its part time equivalent, in computer programming or system analysis, at least two (2) years of which must have been in data processing systems analysis; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
