DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for managing the business functions of the Onondaga County Department of Information Technology, which include, but are not limited to, financial management, budgeting, purchasing, contracting, data processing planning, organizing, inventory, documentation, security, training, office management, personnel administration and communications. This is management work which requires a complete and current awareness of the operating plans and activities of the department to ensure successful performance of department. The management of above functions in a data processing environment is what distinguishes this class from similar classes of Administrative Officers and Fiscal Officers. An employee in this class works under the general direction of the Commissioner of Information Technology. The Data Processing Business Manager exercises general supervision over a number of professional, technical and clerical subordinates and coordination of department activities. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, recommends and implements methods of distributing costs to services provided.
Develops long range and short range budgets for data processing activities.
Controls obligations and expenditures against budget.
Plans, recommends and implements budgeting and billing procedures within data processing.
Plans, recommends and implements costing methods and administers a system for allocating or billing costs to clients.
Prepares long and short range plans for application selection, systems development, systems maintenance, productive activities, and for the requisition or development of resources needed to support them.
Modifies plans and planning documents to meet changes in conditions and projects.
Evaluates deviation from plans to determine methods for improving the planning process and adjusting schedules.
Oversees the development and maintenance of a system of method and performance standards and procedures.
Establishes and follows methods for keeping standards in step with hardware, software, and state of the art changes.
Recommends objectives of the department's security policy; oversees the design of the departments security program; reviews the effectiveness of proposed security measures; and evaluates effectiveness of existing security procedures.
Administers training programs for data processing personnel, project control, and reporting activities.
Oversees the purchasing of data processing goods and services and maintains liaison with procurement officials.
Provides adequate work space, facilities, and supplies to the department.
Oversees personnel administration functions for the department.
Coordinates communications of department.
Supervises professional and clerical staff.

Ability to read, understand, interpret and apply technical, legal and financial data pertinent to data processing contracts.
Ability to prepare narrative and tabular reports in support of fiscal and budget requests and to support requests for additional equipment aid funds and reallocation of funds.

MINIMUM QUALIFICATIONS
A) Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in accounting, business or public administration, finance, management or a field closely related to a business or computer science curriculum and four (4) years of work experience, or its part‑time equivalent, in data processing, accounting, budget analysis/examination, planning or fiscal management, or a field closely related to the aforementioned; two (2) years of which must have been in a supervisory capacity; or,
B) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in accounting, business or public administration, finance, management or a field closely related to a business or computer science curriculum and two (2) years of work experience, or its part‑time equivalent, in data processing, accounting, budget analysis/examination, planning or fiscal management, or a field closely related to the aforementioned;
C) Eight (8) years of work experience in data processing, accounting, business or public administration, planning, finance, management, or a field closely related to the aforementioned, two (2) years of which must have been in a supervisory capacity; or,
D) An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
