DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for planning, implementing and maintaining data transmission networks linking remote user locations to central and networked computers that support business, student information, and instructional applications as well as all voice and modem communication systems serving the organization. This is responsible and complex work which includes responsibility for establishing goals and objectives for the organization’s telecommunications services and the implementation and management of these services in accordance with general guidelines and approval from an administrative superior. Under administrative supervision, and with considerable initiative and independent judgment, this employee is a member of the technology support team responsible for defining and implementing technology objectives for the organization. Direct supervision is exercised over a number of technical, professional and clerical employees. Does related work as required.
Plans data transmission networks required to interconnect local area networks throughout the organization.
Coordinates with the data processing manager to plan, install, maintain and monitor all necessary data communications system in support of distributed business and student information systems.
Coordinates with instructional support staff to plan, install, maintain and monitor all necessary data communications systems in support of instructional technology.
Coordinates with facilities maintenance in planning, installation and conversion of the telecommunication infrastructure; oversees the installation of all telecommunication facilities whether installed by outside vendors or departmental personnel.
Oversees the planning, installation, monitoring and maintenance of all local area networks (LAN) throughout the organization.
Analyzes current and planned network usage by monitoring the network and developing recommendations for improving or modifying capacities.
Oversees the negotiation and awarding of all telecommunication service and support contracts; establishes and maintains contacts for support of vendor contracts.
Oversees the installation of network operating systems to insure their efficiency and effectiveness in supporting the organization’s data communications requirements.
Supervises staff in the area of telecommunications; trains subordinates in the operation of all telecommunication systems.
Supervises the installation configuration, monitoring and maintenance of all network routing and switching hardware and software.
Provides periodic reports to administrative staff reflecting costs, trends and performance of all telecommunications systems inclusive of both internal and external communication services.
Develops and documents standards for the use and support of all data and voice communications systems.
Develops specifications for all telecommunication systems and components.
Provides for training of remote users of the telecommunication systems in the use and implementation of teleprocessing systems.
Assists system analysts and designers in planning communication segments of systems by acting in an advisory, administrative and resource capacity.
Evaluates telecommunication software by studying the impact on the telecommunication network; evaluates and monitors the cost, effectiveness and amount of service it provides for the organization.
Implements data transmission networks by arranging for the various communication lines and vendors, and supervising the installation and testing of the system.
Tests telecommunication systems by using built in monitoring software to check the functions.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of both analog and digital telephone system installation and maintenance.
Thorough knowledge of computer processing systems, principals and methods of application.
Good knowledge of programming and systems analysis as it applies to electronic data processing, with specific emphasis on data communication networks.
Good knowledge of network operating systems such as Microsoft NT, Novell Netware, etc.
Good knowledge of the American Institute of Electrical and Electronic Engineers (IEEE) International Standards Organization/Open Systems Interconnection (ISO/OSI) reference model of networking standards.
Good knowledge of Electronic Industries Association/Telecommunications Industry Association (EIA/TIA) cabling.
Good knowledge of the principles and practices of supervision.
Ability to plan and supervise the work of technical subordinates.
Ability to train personnel in the methods of network equipment operations and in understanding software utilized.
Ability to plan, diagram and maintain data and voice transmission networks.
Ability to analyze communications problems as well as evaluate, recommend and implement solutions.
Ability to analyze and evaluate current systems and strategically plan for future upgrades and growth.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive class status in the title of Senior Systems Programmer or Systems Analyst or Systems Analyst/Designer; or,
Three (3) years of permanent competitive class status in the title of Telecommunications Network Technician.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents with a baccalaureate degree in computer science or computer engineering or a closely related field and three (3) years of professional level work experience, or its part time equivalent, in systems analysis, network analysis, network administration, or computer or systems programming at least one (1) year which must have been in network administration; or,
B. Seven (7) years of paraprofessional or professional level work experience in electronic data processing, at least three (3) years which must have been professional level work experience in systems analysis, network analysis, network administration, or computer or systems programming at least one (1) year which must have been in network administration.; or,
C. An equivalent combination of training and experience as defined by the limits of A and B.
