DISTINGUISHING FEATURES OF THE CLASS
This work involves the coordination and support of both local area networks within school districts and the wide area network back to the Central New York Regional Information Center. This would include the planning and design as well as the installation and support of new local area networks or upgrades and integration of new network components into existing networks. It also may include wide area network upgrades in school districts connected back the Central New York Regional Information Center. The position will require the incumbent to be well versed in network design and support and will have extensive knowledge of industry standards for computer networks, security of networks, wireless integration, and transmission of data. The incumbent is expected to exercise independent judgment and initiative in the design and specifications of ordering and implementing a local or wide area network. This is different from a Systems Consultant in that the position will have supervision responsibilities over subordinate System Consultants and other technical staff. The position will be the lead consultant in the support of the CNY Regional Wide Area Network. General supervision of the position will be from the Manager of Network Operation Services. Does related work as required.
TYPICAL WORK ACTIVITIES
Designs new, or integrates existing local and/or Wide Area Networks for instructional and administrative use in component school districts
Develops and implements network standards for security, wireless and overall capacity of networks to support the current future computing needs for component school districts.
Network design and support can be internal to a school building, connectivity to multiple school buildings within a district and connectivity to a wide area network service provider for internet, applications, storage or hosting of services.
May prepare formal proposals for turnkey installation of networks to meet the identified requirements of the customer.
Level 3 support and direct supervision for both Systems Consultants and technical positions supporting local or wide area networks.
Vendor liaison for 3rd party vendors providing equipment or software for computing networks.
Meets regularly with vendors to stay abreast of industry trends and standards.
Provides vision for future direction recommending changes in processes and/or standards for network design.
FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of Information Technology systems and software including: computer servers, local and wide area networks, communication equipment for voice, data and wireless, centralized hosted services, web access, and information management.
Thorough knowledge of computer technologies, network communications equipment including wireless, software, data management, industry standards and best practices.
Through knowledge of network security and industry best practices for firewalls, filtering, virus prevention and intrusion detection.
Ability to directly supervise staff, maintain morale, evaluate and motivate.
Ability to meet deadlines, establish priorities, escalate and expedite problems and concerns.
Self motivated and well organized.
Ability to express ideas clearly and concisely with various groups.

MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class status in the title of Systems Consultant (Computer Networks).
Open Competitive:
Graduation from a regionally accredited college or university with a Baccalaureate degree in Computer Science, Computer Networking or a closely related field and six (6) years work experience, or its part time equivalent, in the design and support of local or wide area networks; OR,
Graduation from a regionally accredited college or university with an Associates degree in Computer Science, Computer Networking or a closely related field and eight (8) years work experience, or its part time equivalent, in design and support of local or wide area computer networks.
Note: Successful completion of current industry standard advanced network certification may be substituted for two (2) years of the above required work experience.
