DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for establishing, evaluating and maintaining information data systems for a government department or agency including the duties of coordinating with a centralized computer department in the development and/or integration of information systems and the training and teaching of departmental employees in the capabilities and uses of information systems (systems maintained by the centralized data processing department or by use of on-site Local Area Networks or standard PC's. This is a broad position classification to designate any employee assigned in a department whose primary areas of responsibility involve the analysis and definition of information needs for that department, the development of data processing applications including system changes, objectives and goals, and/or who is responsible to train departmental employees in the use of information data information systems. This work involves a continual interaction with departmental employees in the areas of training and use of available data information systems, word processing systems, equipment, etc., and/or in an analytical capacity to discuss and ascertain the information system needs and to set up or revise data systems to meet those needs. This position is distinct from the specialized computer technical positions in that the Information Systems Coordinator does not design "programs" using a technical program language or perform technical duties relative to a mainframe computer such as programming analysis and/or hardware and software potential and utilization. This classification title is not used in a centralized data processing department. Supervision is received from an administrative superior who allows the incumbent considerable leeway and initiative in the areas of information system analysis, training and maintenance as well as in a liaison capacity with technical computer personnel. An employee in this class, depending on the size of the department to which assigned and/or the computer equipment available, may be responsible to supervise a very small number of employees in research tasks, or data collection and analysis. TYPICAL WORK ACTIVITIES
Develops, implements and assesses the department's data collection, recording and reporting needs.
Interprets data system needs in the context of federal, state, county and local rules and regulations that apply to the department's record keeping needs.
Trains non-computer oriented department staff in the use, and/or creation of systems; provides system use training; assists in microcomputer tutorial use and training.
Prepares a user manual, instructional material or explains prepared package manual to employees as needed.
Determines which information related needs are potential automated applications.
Determines most effective means of meeting data collection and reporting obligations in terms of maintenance of existing manual recording systems, modification of existing systems and/or development of new information systems.
Develops general conceptual format for modified or new automated management information systems.
Designs formats for the production of batch reports.
Modifies ancillary manual data collection and reporting procedures in order to maintain staff efficiency and ensure timeliness and accuracy of input.
Coordinates and supervises in the development of specific plans for the design of application and data needs.
Coordinates with the centralized data processing department (where applicable) in the installation of final on-line system versions, to integrate systems, conversion of systems, and/or in the creation of, or revision to, existing mainframe systems or LANS/WANS.
Acts as liaison with technical computer personnel in both private industry and government to resolve issues of equipment, supplies, software, etc.
Develops and produces internal reports for use by the department as needed.
Assures that the integrity of the system database is maintained and that data file updates, which may include importing / exporting data to facilitate integration of data among various systems, are completed in an accurate and timely manner.
Establishes a departmental manual reporting system to facilitate information flow into and out of the system.
May function as the department's liaison for word processing matters; establishes word processing equipment configuration and makes modifications.
FULL PERFORMANCE KNOWLEDGES SKILLS ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the utilization and potential of data processing equipment relative to information retrieval including the use of Local Area Networks, personal computers, and mainframe terminals.
Good knowledge of the theory and practices involved in utilizing commercial software to create data base applications.
Good knowledge of software facilities such as data communications and data base design and management.
Ability to organize complex data into distinct components; to analyze information and to draw logical conclusions.
Ability to communicate effectively both orally and in writing.
Ability to train other employees in the functions and uses of information systems including personal computer data systems, word processing systems, etc.
Ability to apply data processing methods to resolve governmental record keeping needs and data collection problems.
MINIMUM QUALIFICATIONS
Promotional:
Two (2) years of permanent competitive class status in the title of Systems Training Assistant.
Open Competitive:
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in computer science or a closely related field and one (1) year of work experience, or its part time equivalent, in a technical or advisory capacity which involved the development and/or implementation of a computer system; or,
B. Graduation from a regionally accredited or New York State registered college or university with an associates degree in computer science or a closely related field and three (3) years of paraprofessional or professional level work experience, or its part-time equivalent, in the field of information systems, one (1) year of which must have been in a technical or advisory capacity which involved the development and/or implementation of a computer system; or,
C. Five (5) years of paraprofessional or professional level work experience, or its part time equivalent, in the field of information systems, one (1) year of which must have been in a technical or advisory capacity which involved the development and/or implementation of a computer system; or,
D. An equivalent combination of training and experience as defined in (A), (B), or (C).
