This work involves responsibility for the analysis of administrative problems and the devising of procedures for their solution through the design of electronic information technology systems. An employee in this class gathers and analyzes information related to various operations, transactions and procedures within departments. Work involves the development or modification of information technology systems by defining requirements necessary to improve or replace systems and translating requirements as defined by system analysis into logical, economical and practical system designs. An understanding of fiscal management and general business administration is helpful for an employee in this class.
This class is distinguished from that of a Systems Analyst in that this individual has the ability to prepare detailed design specifications and to write programs from these specifications to devise and implement new system application as well as modifying and revising existing information technology functions.
Under the general supervision of an Information Technology Manager, the employee has considerable latitude for the exercise of independent judgement in the analysis, design and implementation of a variety of systems. Work is reviewed upon completion by the effective operation of the system. Supervision is not exercised by this class. Does related work as required.
Analyzes and designs electronic information technology systems.
Reviews and analyzes existing system logic difficulties to enhance the system and update its applications.
Generates recommendations to administrative superiors regarding necessary modifications or system designs.
Prepares detailed design specifications with flow charts showing system linkage, date movement and resource requirements.
Analyzes and identifies areas of interaction between the systems.
Confers with administrators and school staff to determine the objectives and viability of the systems applications.
Programs accounting transactions and records to be utilized in the system by translating detailed flow charts into coded system instructions.
Tests the systems segments to insure adequacy in meeting requirements.
Documents the systems current operations.
Develops system file structure.
Assists school administrators and staff by supplying requested reports.
Explains to computer users all procedures to be implemented under new system.
Thorough knowledge of electronic information technology (utilization and potential).
Thorough knowledge of the principles, practices and techniques of system analysis and system design.
Good knowledge of management principles, practices and techniques.
Ability to utilize a computer system to its fullest capacities, inclusive of writing detailed design specifications and computer programs.
Ability to apply electronic information technology methods to resolve management problems.
Ability to analyze systems for the purposes of determining effectiveness and viability.
Ability to instruct staff and operating personnel in proper operating procedures to insure smooth data flow.
Ability to deal effectively with department heads and outside governmental agencies.
Physical condition commensurate with the demands of the position.
Promotion
One (1) year of permanent competitive class status in the title of Senior Systems Programmer or two (2) years of permanent competitive class status in the title of Programmer Analyst, or Systems Analyst.

A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Computer Science, Math, Management or Business Administration or a closely related field, and three (3) years of work experience, or its part-time equivalent, in computer programming, or in systems analysis or systems design which must have included programming as a function of the job, or,
B. Graduation from a regionally accredited or New York State registered college or university with an associates degree in Computer Science, Math, Management or Business Administration and five (5) years of work experience, or its part-time equivalent, in electronic data processing, three (3) years if which must have been in computer programming or in systems analysis, or systems design; which must have included programming as a function of the job, or,
C. Seven (7) years work experience, or its part-time equivalent, in electronic data processing, three (3) years of which must have been in computer programming, or in systems analysis or systems design which must have included programming as a function of the job; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
