DISTINGUISHING FEATURES OF THE CLASS

 

This work involves responsibility for assisting the Director in the administration and supervision of staff responsible for the development and writing of grant proposals and special revenue funding proposals to federal, state, county and local government agencies as well as non-governmental funding sources. This position serves as liaison between the administrators or program managers and state, federal and local agencies. Supervision is exercised over a number of Program Supervisors and Grants Procurement Specialists. Assignments are received at the request of the Director of Special Programs and/or other administrative superiors. Does related work as required.


 

TYPICAL WORK ACTIVITIES

 

Assists the Director in the administration, supervision, operation and evaluation of the Department of

Special Programs.

Provides general supervision, evaluation, professional development, mentoring, guidance and

ongoing support to grants procurement specialists and program supervisors on their required

duties and responsibilities.

Collaborates with content area specialists and subject matter experts and supervises the

development and writing of grant proposals, which typically identify and describe in detail such

program components as statements of need, goals and objectives, activity timelines, evaluation

measures and budgets; and reviews final reports based upon program evaluations.

Oversees the submission of all special revenue funding proposals to federal, state, county and

local government agencies.

Oversees the submission of all special funding proposals to non-governmental funding sources

such as foundations, businesses, clubs, civic organizations and other related agencies.

Conducts final review and editing of special revenue proposals, correspondence and reports prior

to their submission and/or distribution.

Assists the Director in the gathering, analyzing and summarizing of research data needed to

obtain funds from federal, state, foundations or other funding sources.

Assists in the coordination of collaborative planning and program development activities with

other local agencies involved in the preparation and submission of funding proposals.

Serves as liaison between administrators or program managers and state, federal and local

agencies regarding the preparation, review, monitoring and administration of program activities

and budgets.

Facilitates continued contact between individuals or organizations responsible for program administration and funding agents to ensure ongoing compliance.

Responsible for distributing assignments and ensuring those projects are completed in a timely

manner.

Assists the Director on occasion as a liaison to the external auditor with respect to special

revenue funds, providing information, analysis and reports as requested.

Assists the Director in the fiscal management of special revenue funding, including but not

limited to, amendments and budget transfers, purchase requisitions and contracts,

appropriations and general ledger accounting, pre-authorizations, pay tickets, timecards and sign

in sheets, and in-district and out-of-district travel.

Assists the Director in ensuring special revenue fund compliance and accountability, and

maintains records and documentation for compliance purposes.

Functions as a liaison with various funding sources such as the NYS Education Department and

the U.S. Dept. of Education regarding the awarding, implementation and evaluation of grants.

Assists in ensuring that proper procedures are established and adhered to for all special revenue

procurement and expenditures, and provides required documentation of such activities for the

Board of Education.

Assists the Director in the coordination of Special Revenue Fund and General Fund allocations,

appropriations and expenditures in order to maximize efficiency and effectiveness of resources.

Represents the Department of Special Programs at various meetings, including but not limited to Board of Education Operations Work Group, Education Work Group, and Audit Committee.

Thorough knowledge of the principles and practices of grants preparation, solicitation, coordination and administration.

Thorough knowledge of the principles and practices of supervision.

Thorough knowledge of the sources for funding in the areas of education, interests or need.

Thorough knowledge of the sources for funding available from public, corporate. funding foundations and similar institutions.

Thorough knowledge of the principles and practices used in grants proposal applications and the administration of the grant.

Ability to gather and analyze data, draw conclusions from, obtain data and present in a logical, concise manner both verbally and in written narrative format.

Ability to prepare detailed reports to support recommendations.

Ability to conduct interviews for the purpose of obtaining information and to establish and maintain effective working relationships with the public, private, corporate, industry and not-for-profit agencies and their representatives.

Ability to interact effectively as a member of a team and as leader.

Ability to read and understand complex narrative material.

Ability to express oneself effectively both orally and in writing.

MINIMUM QUALIFICATIONS

PROMOTION

Two (2) years of permanent competitive class status in the title of Grants Procurement Supervisor.

OPEN COMPETITIVE:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree and three (3) years of work experience, or its part-time equivalent, involving the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects, of which one (1) year must have been in a supervisory capacity in the administration of grant funding for programs; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree and four (4) years of professional level work experience, or its part-time equivalent involving the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects; of which one (1) year must have been in a supervisory capacity in the administration of grant funding for programs or,

C. Eight (8) years of paraprofessional or professional work experience, or its part-time equivalent, four (4) years of which must have involved professional level work experience in the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects; of which one (1) year must have been in a supervisory capacity in the administration of grant funding for programs or,

D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
