This work involves responsibility for supervising the development,, proposal writing, procurement and monitoring of public/private grant funds that may be available to a school district for programs of interest to and supported by the school district. An employee in this class provides general supervision, professional development, mentoring, guidance and support to grants procurement specialists and program supervisors. This employee performs professional level work in identifying possible funding sources to develop programs that may be available, identifies the proposed program focus, develops goals and the means to accomplish the goal and the dollar amount necessary to effect a successful conclusion. An employee in this class is allowed a considerable amount of leeway and initiative in implementing projects which may be of benefit to the public, students, or the educational mission. In exercising such leeway, the employee supervises staff in the development and locating of funding sources and contacts to facilitate the process of grant procurement. Supervision is exercised over a number of staff. Assignments are received verbally and in writing from an administrative superior. Does related work as required.
Supervises a number of Grants Procurement Specialists in their work of initiating and researching sources for funding and Program Supervisors in their work coordinating programs and meeting program objectives.
Works with content area specialists and subject matter experts to develop grant proposals, which typically identify and describe in detail such components as a statement of need, goals and objectives, activity timelines, evaluation measures and budgets.
Researches and identifies potential sources of funding and support for pilot and continuing programs and projects.
Corresponds with and maintains positive relationships with potential funding sources, including state and local agencies and their staffs and private/not for profit organizations to ensure maximum availability for direct funds and continued support.
Upon the establishment of the grant, facilitates establishment of the program budget and the implementation of project activities, applying expertise in federal, state, local and school district policies and procedures.
Conducts review and editing of revenue proposals, correspondence and reports prior to their submission and/or distribution.
Serves as liaison between senior supervisors or program managers and State, Federal and local agencies regarding the preparation, review, monitoring and administration of program activities, budgets and expenditures.
Facilitates the continued contact between district program staff and the individuals, organization or government agency responsible for the program administration and funding to insure ongoing compliance with program criteria and grant proposal.
Monitors records of fund disbursement and program implementation to ensure accountability with funding requirements and account keeping/auditing responsibilities.
Oversees staff in the utilization of research documents of government and/or private institutions which fund projects developed in the public sector or a school district and elicits correspond with such sources to determine general availability of funds and focus of programs for which monies are available.
Develops, through personal contact with administrative officials/officers/teachers, areas of concern for program development.
Brings into focus various areas that afford the potential of grant availability and development.
Monitors programs through an evaluative tool that will enhance the projects funding insuring that the grant is in place and goals are being met.
Maintains continued contact with both public and private not for profit agencies responsible for program administration to insure compliance.
Oversees the preparation of final narrative reports based on program evaluations and program success or failure.
Attends public meetings as departmental representative to determine areas of public concern for programs, provide information as needed and to receive information for further investigation.
Collates information and statistics and prepares reports.
Conducts special projects as assigned.

Thorough knowledge of the principles and practices of grants preparation, solicitation, coordination and administration.
Good knowledge of the principles and practices of supervision.
Good knowledge of the sources for funding in the areas of education, interests or need.
Good knowledge of the sources for funding available from public, corporate. funding foundations and similar institutions.
Good knowledge of the principles and practices used in grants proposal applications and the administration of the grant.
Ability to gather and analyze data, draw conclusions from, obtain data and present in a logical, concise manner both verbally and in written narrative format.
Ability to prepare detailed reports to support recommendations.
Ability to conduct interviews for the purpose of obtaining information and to establish and maintain effective working relationships with the public, private, corporate, industry and not-for-profit agencies and their representatives.
Ability to interact effectively as a member of a team and as leader.
Ability to read and understand complex narrative material.
Ability to express oneself effectively both orally and in writing.
Physical condition commensurate with the demands of the position.
PROMOTION
A. Two (2) years of permanent competitive class status in the title of Grants Procurement Specialist; or,
B. Three (3) years of permanent competitive class status in the title of Program Supervisor.
OPEN COMPETITIVE
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a masters degree and two (2) years of work experience, or its part-time equivalent, involving the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a bachelor’s degree and four (4) years of professional level work experience, or its part-time equivalent involving the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects; or,
C. Eight (8) years of paraprofessional or professional work experience, or its part-time equivalent, four (4) years of which must have involved professional level work experience in the development, administration or analysis of programs or projects; or in the location, researching and procurement of grant funding for programs or projects; or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
