DISTINGUISHING FEATURES OF THE CLASS

 

This is responsible fiscal and budgetary work in a town or village government. The office of Budget Officer is established pursuant to Section 103 of New York State Town Law in Towns and Section 5-500 of New York State Village Law in Villages. The Budget Officer serves at the pleasure of the Town Supervisor or Village Mayor.

 

 

TYPICAL WORK ACTIVITIES

 

Prepares the annual tentative budget.

Selects necessary forms for preparation of budget.

Submits final budget to appropriate taxing authorities and files same with Town/Village Clerk.

Meets with Department Heads to assemble budget requests; and during year to discuss, supervise and control expenditures.

Administers Town/Village Budget to maintain total expenditures within approved figures of the approved budget.

Recommends to Town/Village Board budget transfers and additional appropriations that may be needed, making sure that disbursements are properly budgeted for.

Reviews all requisitions and purchase orders for materials and services.

Submits reports to Board on status of budget.

Meets with Supervisor/Mayor and Town/Village Board to discuss expenditures, revenues and other budget matters.

 

 

FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Working knowledge of governmental budget preparation and financial control.

Working knowledge of purchasing procedures and good business practices.

Working knowledge of applicable portions of Town or Village Law.

Ability to make budget projections and cost evaluations.

Ability to work effectively with Department Heads and Town/Village officials.

Physical condition commensurate with the demands of the position.

 

 

MINIMUM QUALIFICATIONS

 

There are no minimum qualifications stipulated for this position as it is jurisdictional classified as exempt from Civil Service testing requirements.
