The work involves responsibility for performing a variety of complex, technical and administrative duties in a large department. This professional position is a member of the management team, leaving the department head free for departmental business and for providing central services necessary to the efficient operation of the organization. Employees in this class exercise considerable independent judgment and initiative subject to the direction of the department head, by means of consultations on work problems, and specific instructions on new policies. Performance is reviewed through the effectiveness of the respective operations. Supervision is exercised over subordinate employees; horizontal oversight is exercised over applicable committees and projects. Does related work as required.
Administrative:
Reviews and improves procedures and provides solutions to administrative problems.
Develops administrative policies and procedures.
Communicates changes in policies and procedures to staff.
Advises department head on confidential matters involving a variety of issues.
Assists in preparation of annual reports, operating budget.
Tracks and evaluates effective staff utilization.
Represents the department in the community.
Provides consulting services to affiliated organizations.
Personnel:
Recruits, interviews, and hires job applicants for professional, skilled and unskilled positions.
Supervises the preparation and maintenance of department personnel records, files, payrolls and Equal Employment Opportunity activities.
Implements and enforces work rules and disciplinary procedures; represents department in grievance proceedings.
Implements and adheres to terms of collective bargaining agreements.
Reviews and processes personnel transactions.
Conducts salary and benefit surveys and compiles data into reports.
Professional Development:
Plans, coordinates, and directs professional development plan to comply with State requirements.
Develops departmental procedures on an effective professional development program.
Conducts training needs assessment in collaboration with central, branch and member representatives.
Initiates and promotes continuing education opportunities, via traditional and non-traditional mechanisms.
Plans and carries out an annual Staff Development Day.
Collaborates with outside professional organizations to benefit from their training resources.
Benchmarks and tracks training data in meeting goals and objectives.
Security:
Analyzes data of incidents; plans and implements safety and/or security measures.
Collaborates with a variety of agencies in resolving security issues.
Develops, communicates and enforces department policies and procedures.
Works with outside security vendors.
Serves on committees related to security.
Reports illegal activities to authorities; may testify in court.
Promotes cultural sensitivity among staff in providing service to a diverse customer base.

Promotional:
Two (2) years of permanent competitive class status in the title of Personnel Administrator, Personnel Officer or Personnel Technician II.
Open-Competitive:
A) Graduation with a Bachelor’s Degree in Human Resource Management, Public Administration, Labor Relations or closely related field from a regionally accredited or New York State registered college or university and five (5) years of professional level work experience, or its part-time equivalent, providing management or administrative services in the operation of a department, agency, or business, one (1) year of which must have been in a supervisory capacity; or,
B) Nine (9) years of paraprofessional or professional level work experience, or its part-time equivalent, three (5) years of which must have been in a professional level capacity providing management or administrative services in the operation of a department, agency, or business, one (1) year of which must have been in a supervisory capacity.
NOTE:
Successful completion of graduate semester hours in Business Administration, Management, or Public Administration from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of professional work experience.
