DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting the Director of Real Property Tax Services in operating a comprehensive tax advisory and assessment service for local government taxing jurisdictions. Emphasis is placed upon assisting assessment personnel in effective methods of assessment, property title and taxation procedures and on assisting Tax Receivers/Collectors in taxation procedures. Supervision is received from the Director who assigns and reviews work through conferences and submission of written reports. Supervision is exercised over a small number of clerical and technical employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists the Director in the preparation and maintenance of tax maps utilizing Tax Map and Real Property systems;
Assists in the preparation and maintenance of assessment rolls, revaluations, reports as required by Real Property Tax Law;
Assists Director with assessment administration improvement programs;
Advises assessors on the preparation and maintenance of assessment rolls, property record cards and other records;
Advises towns concerning property title and assessment questions;
Advises Tax Receivers and Collectors in taxation procedures;
Aids towns and school districts in establishing tax rates;
Audits tax records to re-levy unpaid taxes, prepare tax rolls and vouchers;
Provides training for towns, villages and schools in data processing procedures and requirements;
Assists in the review of town and district budgets, and the calculation of tax for county, town and special district taxes;
Provides appraisal reports to various county agencies and departments, cities and towns as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of modern principles, practices and theory of real property valuation and assessment;
Good knowledge of real property tax law and judicial and administrative determinations governing valuation of real property for taxation purposes;
Working knowledge of deeds and other property valuation records;
Working knowledge of the principles and practices of supervision;
Ability to effectively utilize and explain the use of tax maps and other valuation tools;
Ability to establish and maintain effective relationships with the public, assessors and municipal officials;
Ability to communicate effectively, both orally and in writing;
Tact;
Good judgement;
MINIMUM QUALIFICATIONS
PROMOTION
Two (2) years immediately preceding the date of examination as a permanent competitive class Director of Tax Preparation.
OPEN-COMPETITIVE
Graduation with a Baccalaureate Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and three (3) years paid work experience, or its part-time equivalent, in an occupation providing a good knowledge of real property values and the principles, methods, and procedures required for the assessment of real property for tax purposes, such as assessor, principal in an appraisal firm, director of a mass appraisal project, administrative position in the office of real property tax services or real property tax agent; or,
Graduation with an Associate’s Degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees and five (5) years paid work experience, or its part-time equivalent, in an occupation providing a good knowledge of real property values and the principles, methods, and procedures required for the assessment of real property for tax purposes, such as assessor, principal in an appraisal firm, director of a mass appraisal project, administrative position in the office of real property tax services or real property tax agent; or,
Seven years of work experience, or its part-time equivalent, in an occupation providing a good knowledge of real property values and the principles, methods, and procedures required for the assessment of real property for tax purposes, such as assessor, principal in an appraisal firm, director of a mass appraisal project, administrative position in the office of real property tax services or real property tax agent.
