The work involves responsibility for planning, organizing, scheduling and controlling fiscal management services for the Onondaga County Department of Long Term Care. This includes administrative supervision of payroll accounting, patient and resident business services, budgeting, and financial and statistical reporting. The emphasis of the work is administrative and fiscal in nature as unrelated to patient and resident care. An employee in this class exercises general supervision over the work of a small number of professional level subordinates engaged in supervising one (1) or more of the functions described above. General supervision is received from the Commissioner of Long Term Care. Does related work as required.
Supervises the installation of new or modified accounting systems to provide complete and accurate records of facility assets, liabilities, and financial transactions.
Directs and coordinates subordinates in preparing facility budgets based on past, current, and anticipated expenditures and revenues.
Evaluates accounting and patient and resident business service procedures to plan methods for insuring timely receipt of payments on patient and resident accounts, reducing costs of accounting operations, and expediting the flow of work.
Prepares detailed analyses of financial statements to reflect variations in income, expenditures, and capital asset values from previous records and periods.
Makes recommendations to administration concerning means of reducing facility operating costs and increasing revenues based on knowledge of market trends, financial reports, and industry operating procedures.
Develops and implements policies regulating the financial activities of the facility.
Leads in and participates in personnel administration for the facility in the areas of recruitment and employment.
Thorough knowledge of principles and practices of administrative supervision.
Good knowledge of principles and practices of fiscal management.
Good knowledge or principles and practices of supervision.
Ability to interpret financial statements.
Ability to direct an organizational segment.
Ability to direct the activities of a large subordinate staff.
A) Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in accounting, business or public administration, finance, management or a closely related field and five (5) years of professional level experience, or its part-time equivalent, in accounting, budget analysis, or fiscal management, or a closely related field; one (1) year of which must have been in a supervisory capacity; or,
B) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in accounting, business or public administration, finance, management or a closely related field and four (4) years of professional level experience, or its part-time equivalent, in accounting, budget analysis, or fiscal management, or a closely related field; or,
C) Nine (9) years of professional or paraprofessional work experience in accounting, business or public administration, finance, management, or a closely related field, five (5) years of which must have been in a professional level capacity, and one (1) year of which must have been in a supervisory capacity.
