DISTINGUSHING FEATURES OF THE CLASS

 

The work involves responsibility for performing beginning level professional work in municipal budget preparation and administration. An employee in this class performs a variety of technical tasks relating to the development and maintenance of a municipal budget. Typical work assignments include budget surveys and analysis, preparation of work programs; statistical and financial information and assisting in the development of improved budget techniques in the field of government budgeting. Employees work closely with professional superiors in all phases of work, but are expected to perform with some independence on routine technical matters and to make preliminary decisions on them. Problems encountered on more difficult work are referred to a professional superior, who supervises the Budget Analyst I and reviews work performed by frequent consultations and examination of finished work. Does related work as requested.

 

TYPICAL WORK ACTIVITIES

 

Analyzes departmental appropriation requests, revenue estimates, and plans and work programs.

Obtains and verifies supporting data by conferring with department heads.

Assists with development and revision of procedures, budget forms, and instructions for improving budget preparation.

Drafts report and participates in meetings with department heads and their personnel concerning matters of administrative efficiency.

Assists in review of departmental requests for transfer of funds and requisitions for purchase of equipment.

Good knowledge of principles and practices in field of governmental budgeting, public administration, and public finance.

Working knowledge of statistical concepts and methods.

Ability to carry out special and general assignments requiring organization of material and development of procedures.

Ability to express one’s self clearly and concisely, both orally and in writing.

Ability to understand and follow complex oral and written instructions.

Ability to analyze facts and to exercise sound judgement to arrive at conclusions.

Ability to establish and maintain working relationships with others.

Ability to organize and prepare narrative and statistical reports.

 

MINIMUM QUALIFICATIONS

 

Open Competitive:

 

  1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree or higher; or,

 

B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s Degree and two (2) years of paraprofessional or professional level work experience, or its part-time equivalent; or,

 

C) Four (4) years of paraprofessional or professional level work experience, or its part-time equivalent; or,

 

D) An equivalent combination of training and experience as defined by the limits of (B) and (C).
