DISTINGUISHING FEATURES OF THE CLASS

 

The work involves responsibility for gathering data on real property via field inspections. The information collected is used in the continual update of assessment file information, or to collect data on newly constructed properties, to be used by the Assessor to determine assessments. Contact with the public is expected at the inspection site and that contact is only to secure cooperation by explaining the reasons and the need for the collection of current data.

This class differs from that of Real Property Appraisal Aide and Real Property Assessment Aide, in that the Data Collector does not evaluate or assist in the assessment of properties; does not review appraisals with officials or the public; does not confer with taxpayers on complaints; does not review deeds; and does not routinely handle correspondence or phone calls. The intent of this position is the collection of physical site measurement data in the field, the observations of conditions of property, and other related information as required by the New York State Office of Real Property Services. Supervision is received from the Assessor. Does related work as required.

 

TYPICAL WORK ACTIVITIES

 

Gathers data on buildings, houses, and other real property via on site field inspections.

Uses a tape measure to determine lot size, area measurements of domicile, square footage, etc.

Requests entry into property and determines number of rooms, quality of kitchen and bath, heat type, air conditioning, general condition and other data as required.

Reviews housing facade to determine style and type of exterior, wall material, height, building style, presence of garage, general condition, etc.

Collects information on file as to date of sale, sale price, date of construction, etc.

Reviews yard area to determine the presence of a pool or other ancillary structures.

Makes corrections to paper records for future data entry by County or State personnel.

Prepares rough sketch of property and structures pursuant to measurements taken.

May visit construction sites to take measurements and collect other data.

Maintains data as directed by the Assessor.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Working knowledge of the function of data collection as it relates to assessment practices.

Working knowledge of general math to determine square footage and size.

Working knowledge of the location of streets and properties in the locality to which assigned.

Ability to use a tape measure to determine size and area.

Ability to prepare rough sketches of a building based on measurements against lot size.

Ability to elicit cooperation from home and property owners to gain entry.

Physical condition commensurate with the demands of the position.

SPECIAL NECESSARY REQUIREMENT

 

When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
